AN ORDINANCE
Granting a Special Use Permit to Swedish
Retirement Association
WHEREAS, the Zoning Board of Appeals has recommended that
a.
the application of Swedish Retirement Association for a Special
Use Permit to permit construction of a building to be used for
the expansion of the existing retirement home on the property
located at 2320 Pioneer Road, be granted, subject to certain
conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the recommendation of the Zoning
Board of Appeals is hereby confirmed
and the Director of Inspections and Permits is ordered and
directed to grant Swedish Retirement Association a permit to
construct a building to be used for the expansion of the ex-
isting retirement home on the property located at 2320 Pioneer
Road, Evanston, Illinois, legally described as -
Lots "A" and "B" in the Plat of Consolidation of part
of Block 7 in John Culver's Subdivision in the North-
west quarter of the Southwest quarter of Section 12,
Township 41 North, Range 13, East of the Third Principal
Meridian in Cook County, Illinois, and Lot 4 in Lion's
Subdivision of the North 129 feet of the East 190 feet
of Block 7 in John Culver's Subdivision in the North-
west quarter of the Southwest quarter of Section 12,
Townwhip 41 North, Range 13, East of the Third Prin-
cipal Meridian in Cook County, Illinois,
subject to the following conditions:
• 1, that the special use permit shall be valid only if
the City Council rezones the northeastern portion
of the subject property into the RS General
Residence District;

2. that the applicant stipulate that the frontage on each
street shall hereafter be treated as a front yard;
3. that the building and parking area shall be constructed
in conformance with the characteristics listed below
and with the set of plans submitted to the Zoning Board
of Appeals, identified as Exhibit #b, and approved by
the Planning and.Development Committee, except for
those modifications necessary to bring the.off-street
parking area into conformance with the regulations of
the zoning ordinance and with conditions 4 and 5-:
a, use: retirement home with long term care facilities
b' lot area: approximately 304,900 square feet
c. lot dimensions: approximately 558 feet by 550 feet
d, floor area ratio = 0.37 + 107.
e, building height: 343 feet with 14ansard roof
f. front yard: 7o feet to 88 feet on Colfax (five
different offsets of the face of the building);
34 feet on Pioneer
g* side yards: none (condition 2, above requires that
all street frontage be treated as front yards)
h. rear yard: not applicable
i. off-street parkin;: the number and arrangement of
spaces shall conform to all applicable requirements
of zoning ordinance; said spaces may be located as
close as 80 feet to Colfax and 50 feet to McDaniel,
condition 2 above notwithstanding
4. that no street opening for a driveway shall be created or
maintained onto Colfax Street;
5. that a driveway shall be installed from McDaniel Avenue
to serve the parking area;
b, that the entire parkin; area on the property shall be
effectively screened on all sides as required by the zoning
ordinance and this screening shall consist of a densely -
planted compact evergreen hedge, not less than four feet
in height, and shall be inspected annually by the Depart-
ment of Inspections and Permits for maintenance;
7, that before any building permits are issued a landscaping
plan shall be submitted and approved by the Planning and
Development Committee; that all trees and plantings shown
in Exhibit A, sheet SKI, dated May 13, 1971, and set
forth in the landscaping plan, shall be in existence on
the property prior to final approval of a certificate of
use and occupancy for the building; and any trees planted
to comply with this condition shall have a minimum trunk
diameter of three inches as measured three feet above the
ground;

8.' that the petitioner waives the right to object to
a special assessment for storm and sanitary sewers
for himself, his successors and assigns so long
as this special use shall remain in force;
9. that a plat of consolidation for the property
approved by the City Council, shall be obtained,
recorded with the County Recorder and filed with
the Engineering Department prior to issuance of a
building permit; and
10. that a daisy basin designed to accommodate a maximum
.five-year storm with a rainfall of % inch in five
minutes or 6 inches per hour be installed and main-
tained so as to retain the storm water runoff
generated by the proposed building and prevent its
discharge into the public sewers, subject to approval
.by the Metropolitan Sanitary District, Superintendent
of Sewer & Water of the City of Evanston and the
Director of Inspections and Permits;
11. that the parking area shall be designed with a
drainage flow control that will prevent instantaneous
discharge into the streets or sewers.
12. as a condition to the granting of this special use
permit, the applicant, his successors and assigns,
waive the right to undertake any future addition,
structural alteration or expansion, or any change of
use unless either a special.use is required and
obtained, or, if a special use is not required, unless
approval is first obtained from the City Council
after a hearing before the Zoning Board of Appeals,
which shall follow the procedures and standards for
.special uses in its consideration.
13. that a covenant of agreement to the above conditions
shall be submitted in recordable form by the petitioner
prior to issuance of a building permit.
SECTION 2: That this ordinance shall'be in full
force and effect from and after its
passage and approval in the manner provided by law.
