BE IT ORDAINED BY XM, CITY COUNCIL OF -THE CITY OF EVANSTON,.000K COUNTY, ILLINOIS: SECTION 1: That the Code of the City of Evanston, 1957, .as amended, be further amended by amending Sections 22-24b, 22-24f, 22-24i and 22-24j to read as follows: "Sec. 22-24b. Appointments. The members of the -Board shall be appointed by the :fayor with the, advice and consent of the City Council. Membership 'of the Board shall, as nearly as possible, be representative of interested groups of the community, such as the Health Department, medical societies, local welfare agencies, hospital boards, school boards, lay associations concerned with mental health, alcoholism, controlled substances addiction or use of cannabis, or mental retardation, as well as labor, business and -civic -groups, and the general public. 'lSec. 24f. Powers of Board. Subject to the provisions of the Community Mental Health Act, the Evanston Mental Health -Board shall: (a,) review and evaluate community mental health services and .facilities in Evanston, including services and facilities for the treatment of alcoholism, drug addiction and mental retardation; (b) submit to the Mayor and City Council a program of community mental health services and facilities, including programs for alcoholism, drug addiction and mental retardation; • •(c) within amounts appropriated therefor, execute such programs } and maintain such services and facilities as may be authorized under such appropriations, including amounts appropriated under bond issues, if any; (d) consult with all other local private and public agencies and the Illinois Department of Mental Health in the development of local plans for the most efficient -delivery of mental health services; (e) perform such other acts as may be necessary or proper to carry out the purposes of this Ordinance, if not inconsistent with the regulations of the Illinois Department o£,Mental Health. -2- • "The Evanston Mental Health Board may: (a) enter into. contracts for rendition or. operation of services O P r) and facilities on a per capita basis or otherwise; (b) arrange for the.rendition of services and operation of facilities by other agencies of the City of Evanston or the County of Cook with the approval of the City Council; (c) employ such personnel as may be necessary to carry out the purposes of this Ordinance and prescribe the duties of such. personnel; (d) enter into joint arrangements with other contiguous mental health boards to provide jointly agreed upon community mental health facilities and services and to pool such funds as may be deemed necessary and available for this purpose. "Sec. 22-24i. Establishment of Mental Health Program. There is hereby established a Program of Mental Health Services in the City of Evanston. There is also established the position of Mental Health Director. The incumbent in this position shall be appointed by the Board for an indefinite term and may be removed by a majority vote of the entire Board. He shall be responsible for the administrative direction and execution of the Mental Health Program policies, direc- ,,tion goals and objectives as authorized by the Board and appropriation ordinances adopted by the City Council, and he shall serve as Executive Secretary of the Board. Working in close cooperation with the Public Health Director, he shall also be responsible for the administration, integration, and coordination of mental health programs and activities, as well as with community resources and city departments. The Mental Health Director, while accountable to the Board for policy direction, to the extent such policy direction is not inconsistent with policies, or the implementation thereof, of the City of Evanston, is afforded the status of a Department Head. "Sec. 22-24j. Other Personnel and the Applicability of City Laws, Regulations and Procedures. The Board may employ such personnel as are -authorized by the appropria- tion ordinance. All.personnel of the Evanston Mental Health Board, except for the Director, shall be governed by the Civil Service Act for Cities. All personnel positions shall be included in the City'.s pay plan and be subject to the City's pay plan rules. All other laws, regulations, rules, practices and procedures that govern City Depart- ments under the administrative direction of the City Manager shall also apply to the Mental Health Program and personnel assigned thereto except where such laws, regulations, rules; practices and procedures are in conflict with the Community Mental Health Act. All legal, financial, personnel, 6and.other staff services required by the Evanston Mental 11ealth Board shall be provided by the City, and the City Manager is `hereby authorized and directed to make appropriate arrangements for the prompt and satisfactory provisions of such staff services." • 070 -SECTION 2: All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION 3: This ordinance shall be in full force and effect from and after•its passage, approval and publication in the manner provided by law.
