Construct an. Accessory Building. in Excess of Twelve Feet in Height in an R-6 and B-1 District WHEREAS on August 21, 1973 the Zoning Board of Appeals conducted a public hearing upon the application of Evanston Hos- pital for a variation from the off-street parking provisions of the Evanston Zoning Ordinance adopted November 21, 1960, as they apply to property located at 2650.Ridge Avenue, an R-6 general residence district, said public hearing having been conducted pursuant to notice and -publication thereof as provided by law; and 'WHEREAS on August 21, 1973 the -Zoning Board of Appeals con • ducted a public hearing upon the application of Evanston Hospital 'I for a special use permit to construct hospital facilities within a•B-1 business district, said public hearing having been conducted pursuant to notice and publication thereof as provided by law; - and WHEREAS on August 21, 1973 the Zoning Board of Appeals con- ducted.a public hearing upon the application of Evanston Hospital for a special use permit to construct a five story off-street parking structure as an accessory building exceeding twelve feet in -height, said public hearing having been conducted pursuant to notice and publication thereof.as provided by law, and I REAS the variation and s ecial use to Wig ermits refer' P P property located at 2650 Ridge Avenue, Evanston, Illinois, and i i'�„�1 96-0-73 -2- WHEREAS the Zoning Board of Appeals has recommended that such relief and special use permits be granted, NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the application of the Evanston Hospital for a variation from the off-street parking provisions of the Evanston Zoning Ordinance adopted November 21, 1960, insofar as said provisions pertain to the property located . r at 2650.Ridge Avenue and legally described as Blocks 9 and 16 and 17 (except the West 60 feet of the South 120 feet of said Block 17) in University Sub- division of Lots 21, 22 and the -South half of Lot 20 In George Smith's Subdivision of the South part of Ouilmette Reservation, excepting from said Blocks 9, 16 and 17 those parts thereof taken and used for • streets, and Also, Lots 1 to 56, all 'inclusive, together with that part of vacated Garrison Avenue lying West of and ad- joining Lots 29 to 42, inclusive, and that part of the vacated alley lying West of and adjoining Lots 29 to 42, inclusive, and East of and adjoining Lots 43 to 56, inclusive, all in Block 8 in Ira Brown's Subdivision of Blocks 5 to 8, in University Subdivision of Lots 21 and-22 and the South Half of.Lot 20 of George Smith's Subdivision of the South part of Ouilmette Reser- vation, all in the Southwest.Quarter of -Section 35, Township 42, Range 13 East of the Third Principal ' Meridian in Cook County, Illinois, is hereby granted and so as -to permit the continuing use of the aforesaid property without the required number of off-street park- ing spaces for the period of .time during which said spaces are unavailable due to the construction of a.five story off-street parking facility, in accordance with the recommendations of the ZoningAppeals. Board of _... SECTION 2: That the application of the aforesaid Eva Hospital for a special use permit to allow•the construction 96-0-73 -3- ,t - accessory building in excess of twelve feet upon the property aforesaid is hereby granted in accordance with the recommendations*' of the Zoning Board of Appeals. SECTION 3: -That the application of the aforesaid Evanston • Hospital for a special use permit to allow hos- pital usage upon the hereinbefore described -property in a B-1 business district is hereby granted in accordance with recommenda- tion of the Zoning Board of Appeals. SECTION 4: That the aforesaid variation and special use permits and each of them is subject to compliance with all other provisions of the Zoning Ordinance, other applicable laws and the following conditions: (a) The variation shall be limited to a period not to exceed 18 months from.the date of the initial elimination of any presently required off-street parking spaces. (b) That upon the elimination of any presently required off- street parking space due to the anticipated construction temporary P � P Y off-street parking spaces in a number at least equal to the number of spaces eliminated shall be provided upon the Dyche Stadium property and a shuttle bus service between the Stadium area and the hospital shall be provided by Evanston Hospital.at no charge to the users of said service. (c) That charges for use of the parking structure shall conform to the following schedule: (1) During the construction of the entire complex of buildings, including the parking structure, as proposed in the plans and specifications on.file as of November 26, 1973, and as thereafter amended: (i) Non -reserved space Medical Staff, hospital employees and students - a rate no higher than • 0 • 96-0-73 -Y "`` -- 3 the lowest rate charged by the City cf Evanston for monthly parking in any covered or -open lot, except that Evanston Hospital need not charge less than $6 per space per month. A minimum of 600 spaces or 60% of the total available spaces, whichever is greater, shall be designated as non - reserved space; (ii) Reserved space - Medical staff, hospital - employees and students = a rate determined by the Evanston Hospital. (iii) All users except medical staff, hospital employees and students: First five hours free; Sixth and each succeeding hour or fraction thereof, 20 cents perhour with a maximum of $2 per day or stay. (2) Subsequent to the completion of construction of the entire complex of buildings, including the parking structure, as proposed in the plans and specifications on file as of November 26, 1973, and as thereafter amended; (i) Medical Staff,.hospital employees and students: as specified in paragraph 4.(c).(1). (ii) All users except*Medical Staff, hospital_ employees and students: First four hours - free; For the fifth and each succeeding hour or fraction thereof, a charge as deemed necessary by the hospital. 96-0-73 -5- (d)• That the Planning and Development Committee shall retain continuing jurisdiction of the aforesaid variation and special use permits and that a report satisfactory to the Planning and.Develop- • ment Committee shall be submitted to that Committee by the Director of Inspections,and-Permi'ts and the Traffic Engineer. (i) in the seventh month after the first day of usage of the entire complex of buildings to be constructed in accordance herewith,based upon an investigation made during the seventh month after the first.day of usage thereof for the pur- pose of assessing and evaluating the practical application of condition (c) above and the burden on the neighborhood, (ii) on each subsequent anniversary of the filing of the initial report for so long as this varia- tion and special use shall be in effect. The Planning and Development Committee shall have the right to consider all factors relating -to the fee structure.and the burden, if any, on the neighbor- hood and to revise the fee structure accordingly; except that the fee structure may not be revised to reflect lower than that specified in paragraph 4 (c) (1) above. (e) Construction of the aforementioned parking structure shall be in conformity with plans submitted to the Director of In- spections and Permits. (f) Evanston Hospital shall bear the full and total expense of any and all changes to Girard Avenue .required by the City Traffic.Engineer due to the proposed hospital construction includ- ing but not limited to street widening, installing of traffic 96-0-73 signals, and/or physical closing of the publicway. (g) When construction contracts are awarded, such contracts - shall include a provision that all construction personnel shall • park their motor vehicles at the Stadium or u on.the actual Dy p site under construction. (h) Upon completion of construction, signs shall be erected at Ridge Avenue and Central Streets and at Central Street and Girard Avenue directing public attention to the free parking facility on Girard Avenue. M A covenant reciting the above conditions in recordable form shall be executed by the property.owner to the benefit of the City of Evanston. SECTION 5: The Director of Inspections and Permits is hereby ..ordered and directed to grant such permits as shall be required to effectuate the provisions of this ordinance. • SECTION 6: This ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
