WHEREAS, the constitution of the State of Illinois, 1970,
has established the authority of municipalities to designate
special service areas within the boundaries of Home Rule Munici-
palities, and
WHEREAS, the City of Evanston, a home rule municipality
has conducted a public hearing on April 9, 1974, pursuant to notice
prescribed by Chapter 120, Sections 1301 et seq of the Illinois
Revised Statutes, and
WHEREAS, the City Council of the City of Evanston has made
the following findings of fact as the result of the aforesaid
public hearing:
a) that in accordance with the laws of the State of Illi-
nois, notice of the public hearing was duly published in the
Evanston Review, a newspaper of general publication within the
City of Evanston at least fifteen days.prior to public hearing and
by mail to persons whose names appear as the payers of general
taxes in the last preceding year for each lot, block and parcel of
land lying within the proposed special service area, said notice
having been given by depositing postage paid a copy of the notice
in the U.S. mails not less than 10 days prior to the date set for
the public hearing.
b) that a public hearing on the questions set forth in the
notice was held on April 9, 1973 and all interested persons were
given an opportunity to be heard on the question of the creation
of a special service area, the services pertaining thereto, and
the question of an annual tax for the niaintenauce of said spc:.la.l
service, including the'issuan.ce of bonds in anticipation of said

taxes;
c) that all objections and protests to the proposed
special service area, the services pertaining thereto and the
taxation of the owners of properties within said special service
area were heard and determined at the aforesaid public hearing;
d) that having considered the data presented at the afore-
`
mentioned public hearing, the City Council of the City of Evanston
finds that it is in the public interest and in the interest of the
City of Evanston Special Service Area No. 1 that said Special Ser-
vice area as hereinafter described be established;
e) that the said area is compact and contiguous and con-
stitutes a business and commercial area within the City of Evan -
stop.
f) that it is in the best interests of said special ser-
vice area that the municipality provide special services for the
common interests of the area hereinafter designated and that said
area as proposed as a special service area will benefit specifi-
cally from the municipal services proposed to be -provided, and
further, that said special services are unique and in addition to
the general municipal services provided to the City of Evanston
as a whole.
• NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of Evanston;
SECTION 1: That a special service area to be known and
designated as City of Evanston Special Service
Area No. 1 is hereby established and shall consist of the follow-
ing described territory:

All of Lots ll'and 12 in Block 29 and all of Lots
2 (except the West eighty feet thereof), 3, 4, 5,
6, and that portion of Lots 7, 8, 9, and 10 lying
East of the line determined by the point forty-one
feet East of the East line of the Public Alley on
the North line of Lake Street, and a point forty-
one feet East of the East line of the Public Alley
on the North line of Lake Street, and a point thirty-
seven feet East of the East line of said Public Alley
on the North line of Lot 7 in Block 52 in Evanston
in the Southwest quarter of Section 18, Township 41
North, Range 14, Epst of the Third Principal Meridian
in Cook County, Illinois. `(A map of said Proposed
District being attached hereto as Exhibit A.)
SECTION 2: That the City of Evanston Special Service Area
No. l,is hereby established to provide special
municipal services to the aforementioned area in addition to those
services provided to the City of Evanston generally. Included in
said special.services as they apply to Special Service Area No. 1
are:
That the parkways on that segment of Sherman Avenue
between Lake Street and Grove Street and the south
parkway of Grove Street from Sherman Avenue east to
the alley be improved by the installation of new
sidewalks with surface treatment of exposed aggre-
gate and bands of brick pavers along the curbs and
around parking meters, street light poles, tree -
wells and street intersection corners; the installa-
tion of new street lighting, street trees, tree grates
and street furniture such as drinking fountains, trash
receptacles and fire hydrants which normally occupy
City rights -of -way.
SECTION 3: That the City of Evanston Special Service Area
No. 1 is created so that bonds may be issued
for purposes aforesaid, payable from taxes levied upon the proper-
ty within the aforesaid special service area in addition to all
other City taxes so levied and provided, however, that bonds shall
be issued not to exceed the principal amount of Forty Thousand

dollars ($40,000.00) at an interest rate not to exceed seven per-
cent (7%) per annum and further that said bonds shall mature
within twenty (20) years from the date of issue.
SECTION 4: This ordinance shall be in full force and ef-
fect from and after its passage and approval
and publication in the manner provided by law.
