AN ORDINANCE
Establishing City of Evanston
Special Service District No. 2

WHEREAS, the constitution of the State of Illinois, 1970,
has established the authority of municipalities to designate
special service areas within the boundaries of Home Rule Munici-
palities, and
WHEREAS, the City of Evanston, a home rule municipality
has conducted a public hearing on May 20, 1974, pursuant to notice
presa,ribed by Chapter 3.20, Sections 1301 et seq of the Illinois
0 Revised Statutes, and.
WHEREAS,,the City Council of the City of Evanston has made
the following findings of fact as the result of the aforesaid
public hearing:
a) that in accordance with the laws of the State of Illi-
nois, notice of the public hearing was duly published in the
Evanston Review, a newspaper of general publication within the
City of Evanston at least fifteen days prior to public hearing and
by mail to persons whose names appear as the payers of general
taxes in the last preceding year for. each lot, block and parcel of
land lying within the proposed special service area, said notice
having been given by depositing postage paid a copy of the notice
in the U.S. mails not less than.10 days prior to the date set for
the public hearing.
b), that a public hearing on the questions set forth in the
notice was held on May 20, 1973 and all interested persons were
given an opportunity to be heard on the question of the creation
of a special service area, the services pertaining thereto, and

.'.the question of an annual tax for the maintenance of said special
service, including the issuance of bonds in anticipation of said
.'taxes;
c) that all objections and protests to the proposed
special service area, the services pertaining thereto and the
taxation of the owners of properties within said special service
area were heard and determined at the aforesaid public hearing;
d) that having considered the data presented at the afore-
mentioned public hearing, the City Council of the City of Evanston
finds that it is in the public interest and in the interest of the

a Area No. 2 that said Special Ser-
vice area as hereinafter described be established;
e) that the said area is compact and contiguous and con-
stitutes a business and commercial area within the City of Evanston;
f) that it is in the best interests of said special ser-
vice area that the municipality provide special services for the
common interests of the area hereinafter designated and that said
area as proposed as a special service area will benefit specifi-
cally from the municipal services proposed to be provided, and
further, that said special services are unique and in addition to
the general municipal services provided to the City of Evanston
as a whole.
NOW, THEREFORE, BE IT ORDAINED by Y the City Council of the
City of Evanston;.
SECTION 1: That a special service area to be known and
designated as City ,of Evanston Special Service

Area No. 2 is hereby established and shall consist of the following
described territory:
Parcel 1
All of Lots 7 through 19 in Foster's Addition to South
Evanston, and the West 50 feet of the South 100 feet
of that part of the Northwest 1/4 of Section 19-41-14,
East of Sherman Avenue, West of the C & NW Railroad and
North of Main Street all in the Northwest 1/4 of Section
19, Township 41 North, Range 14 East of the Third Prin-
cipal Meridian, in Cook County, Illinois,
Parcel 2
All of Lot 1 (except the South 51 feet of the West 47
feet a d the South 76 feet of that part of said Lot 1
lying east of a. line parallel to and 47 feet east of
the West line of said Lot 1), all of Lots 2 and 3
(except -the South 51 feet thereof) , all of Lot 4
(except the South 51 feet of the East 10 feet thereof)
• and all of Lots 5 and 6 in Block 1 in Bayley's Subdivi-
sion of Lots 7 and 8 in Block 1 in Adam and Brown's
Addition to Evanston.all in the Southwest 1/4 of
Section 19, Township 41 North, Range 14 East of the
Third Principal Meridian, in Cook County, Illinois,
Parcel 3--
All of Lot 1 (except the West 60 feet thereof and that
part of said Lot 1 lying North of a line originating
at a point on and perpendicular to the West.line of
Chicago Avenue.81.57 feet North of the point of inter-
section of said West line of Chicago Avenue and the
North line of Main Street and extending West 62.75
feet then North 2.92 feet then West 22.92 feet) and
those parts of Lot 2 lying South of said line ori-
ginating on the West line of Chicago Avenue 81.57 ft.
North of the point of intersection of said West line
of Chicago Avenue and the North line of Main Street
and extending West 62.75 feet then North 2.92 feet
then West 22.92 feet in Block 1 in Gibbs, Ladd and
George's Addition to Evanston and all of Lots 1, 2,
23, and 24, in Block 2 in Gibbs, Ladd and George's
Addition to Evanston all in the West 1/2 of the North-
east 1/4 Section 19, Township 41 North, Range 14 'East
of the Third Principal Meridian, in Cook County, Illinois,

All.of Lots. 1, 2, and 3 in the Resubdivision of the West
1/2 of Block 11 in White's Addition to Evanston and all
of Lot 23 (except the South 4.46 feet thereof) in the
Resubdivision of the West 1/2 of Block 10 and the East
1/2 of Block 11 in White's Addition to Evanston, and
all of Lot 12 (except the West 28 feet thereof) in
Block 12 in White-'s Addition to Evanston all in the
West 1/2 of the Southeast 1/4 of Section 19, Township
41 North, age 14 East of the Third Principal Meridian,
all in Cook County, Illinois,
as City of Evanston Special Service Area No. Two (2). (A.ma.p of
saAd Proposed District is attached hereto as Exhibit A.)
SECTION 2» That the City of Evanston Special Service
Area No. 2 is hereby established to provide
special municipal. services to the aforementioned area in addition
to those services provided to the City of Evanston generally. In-
cluded in said special services as they apply to Special Service
Area No. 2 are:
To provide special municipal services to said area in connection
with the improvement of the parkways on that segment of Main Street
from Sherman Avenue to Hinman Avenue, the improvement of the West
parkways on Chicago Avenue North 81.57 feet from the North line of
Main Street and South 89.75 feet from the South line of Main Street,
the improvement of the East parkways on Chicago Avenue North 100
feet from the North line of Main Street and South 179.5 feet from
the South line of Main Street and the improvement of the West.park-
way of Hinman Avenue South 70.04 feet from the South line of Main
Street with surface treatment of exposed aggregate and bands of
brick pavers along the curbs, highlighting street furniture such
as parking meters, street light poles,.and treewells; the installa-
tion of new street lighting, street trees, tree grates, and street

furniture such as drinking fountains, trash receptacles and fire

hydrants which normally occupy City rights -of -way.
SECTION 3: That the City of Evanston Special Service Area
No. 2 is created so that bonds may be issued
for purposes aforesaid, payable from taxes levied upon the property
f,within the aforesaid special service area in addition to all other
:City taxes so Levied and provided, however, thatbonds shall be
issued not to exceed the principal amount of One Hundred Twenty
Three Thousand Dollars ($123,000.00) at an interest rate not to
exceed seven percent (77.) per annum and further that said bonds
shall mature within a period not to exceed twenty (20) years from
lithe date of issue.
SECTION 4: This ordinance shall be in full force and ef-
fect from and after its passage and approval
