HomeMy WebLinkAboutORDINANCES-1974-061-O-74Amended September 24,1974 1 } 61-0- 74 • AN ORDINANCE 0 1 4 Amending Section 15-1 of the City Code Relating to Elections BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That Section 15-1 of the Code of the City of Evanston, 1957, as amended, be further amend- ed to read as follows: Sec. 15-1. Designation of Polling Places; appoint- ment of Judges • (a) The City Clerk shall maintain a list of potential judges of election for muni- cipal elections, all of whom shall be qual- ified electors of the City of Evanston. Such list shall contain the.names, street addresses, wards and precincts of residence of all judges who have served as judges in the two (2) immediately preceding municipal and general elections including primary elec- tions therefor. Said list shall include en- tries indicating those judges who, having been appointed to serve in a previous muni- cipal election, failed or refused to serve, and shall further include the reasons for said failure, if known.. The roll shall indicate each judge who has completed a training.course for judges conducted by the Clerk of Cook N 61-0-74 r -2- • V U J County or other competent agenty; it shall ilLdic:ate • further the political party by which the judge was nominated, if such judge served in any general or primary election for a political party.. Said list shall also include the names, addresses, wards and precincts of residence of other qualified electors known to the City Clerk to have expressed a desire to serve in future elections. (b) Not.less than.sixty (60) days prior to any regular election at which a city official is to be elected, or, in the case of a special municipal election, as soon as the City Council shall have enacted an ordinance providing for such election, • the City Clerk shall select from the list of poten- tial -judges five (5) judges to serve in each pre- cinct giving preference to those judges who have served in such precinct during previous elections. At least three (3) judges in each precinct shall be experienced, two (2) of which shall have passed training examinations. Wherever possible, three (3) judges appointed for a precinct shall reside.within that precinct, and not more than three (3) judges shall be of the same political party. The mayor shall, at the request of the City Clerk, appoint. a committee consisting of three (3) persons to assist the City Clerk in filling vacancies. (c) At least forty (40) days prior to the election, .A w 61-0-74 -3 OTC the City Clerk shall submit to the City -Council for confirmation a list of designated polling places for the elections to be held, using, insofar as pos- sible, the same polling places used in general elections. The City Clerk shall concurrently submit a list of five (5) judges of election to be appointed for each polling place. Upon confirmation by the City Council, the City Clerk shall immediately notify the persons so appointed. (d) If, at the time of opening of any polling place for the conduct of an election,.a person appointed or constituted a judge of election shall • not then be present, or shall fail or refuse to act.in such capacity, the judge or judges present .may appoint some other qualified elector to act in 'his stead in the manner provided for in such cases by the Election Code of the State of Illinois; provided, however, that the restrictions contained therein as to political party affiliation shall not apply. SECTION 2: All ordinances or parts of ordinances in conflict herewith are hereby repealed.
