AN ORDINANCE
Amending the Zoning Ordinance by
Revising and Updating Manufacturing
District Regulations and Creating
a New Research and Development District
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, ILLINOIS:
SECTION 1: That Subsections A, B and C of Section IX
of the Zoning.Ordinance of the City of
.' Evanston, Illinois, adopted November 21, 1960, as amended, be
further amended to read as follows:
"SECTION IX
RESEARCH, DEVELOPMENT AND MANUFACTURING DISTRICTS
"A. General Requirements - All Districts
"I. Any manufacturing, fabricating, assembly or
disassembly, repairing, storing, cleaning, servicing,
and testing of goods, wares, and merchandise shall be
carried on in such a manner as not to be injurious
or offensive by reason of the emission or creating of
noise, vibration, smoke, dust, or other particulate
matter, toxic or noxious matter, odor, glare, or heat,
fire or explosive hazards. The Director of Inspections
and Permits may require evidence that adequate controls
or devices have been or will be installed and used so
that all operations are conducted .in a manner which will

protect the public health, safety, comfort and welfare
from such nuisances.

112. No activities involving the storage, utilization
or manufacture of materials or products which decompose
by detonation shall be permitted, except such as are
specifically licensed by the City of Evanston.
113. No lot, parcel, or tract of land shall be used,
and no building or structure shall be erected, altered
or remodeled for any of the following uses: abbatoirs,
arsenals, blast furnaces, boiler works; coke ovens;
drop forges, and forge plants; grain storage; foundries;
ore reduction; petroleum refining; rock excavation, and
crushing; packing plants, stock yards or slaughter of
animals or fowls; incineration of garbage, dead animals,
offal or refuse, processing of fish oil; dumps and slag
piles; tanning or curing of raw hides, smelting of ores;
or manufacture of creosote; fertilizer; rubber; tallow,
grease, lard, or fat; brick, tile, or terra cotta;
bulk chemicals; gas; soap; steel, tin; paper and paper
pulp; cement, gypsum, lime of paris; petroleum products.
" 4. Any activities involving the manufacturing,
fabricating, assembly, disassembly, repairing, storing,
cleaning, servicing and testing of goods, wares and
merchandise shall be within completely enclosed buildings.
In M3 and M4 only, such activities may be out of doors

"if screened by a solid wall or uniformly painted solid
fence at least eight feet in height.
"5. No building, structure, or parcel of land shall
be'used for the manufacturing, fabricating, assembly,
disassembly, repairing, storing, cleaning or servicing
of goods, wares, and merchandise, within 30 feet of any
lot line located in,a Residence District; and, where

directly across a street from a Residence District,
there shall be provided for such use.a yard not less
than 27 feet in depth or width along such street
frontage.
"B. M1 Research and Development District
"1. Statement of Purpose
To provide sites for industrial, office, adminis-
trative, and research and development facilities
under controls that will result in a district
that will attract new development and at the
• same time serve as a buffer zone between other
manufacturing districts.and the residence districts:
All required front and side yards shall be
suitably landscaped and all waste receptacles

"shall be in a building or a rear yard completely
screened from view.
"2. Permitted uses where the site is less than
one acre. Any site of one acre or more may be
developed only as a planned development.
"u. Offices - business, professional and public,
Including, but not limited to, any,public or privatF
o.Mce use for associations, institutions and trade
"nations.
"b. Accessory Uses to the above permitted uses.
"I. Special Uses. _
1ia. Planned Developments.
"b. The following additional uses may be
allowed if approved as part of a planned
development:
"(1) Research and testing laboratories.
"(2) Product development.
"(3) Light industrial plants limited to the
following:
"(a) Advertising displays
"(b) Camera and photo equipment except
film
"(c) Electronic products
"(d) Jewelry
"(e). Leather goods

"(f) Pharmaceutical product compounding
"(g) Precision instruments such as
optical, medical and drafting instruments.
"4. Building height shall not exceed 35'.
"5, Front yard 27'.
"6. Side yard 15' unless abutting a street, in
which case 20'.
tt7. Rear yard 20' unless abutting an alley, in
which case 10' shall be the minimum except when a .
Residence District is across the alley, the 20' shall
be retained.
"8. Signs
Non -flashing business signs are permitted subject to
the following:
'-'a. Where a sign is illuminated by light re-
flected on it, direct rays of'light shall not beam
upon any part of a residential building, nor into
a Residential District nor into a street.
"b. The gross surface area.of all signs on a
lot shall not exceed two times the number of lineal
feet in the frontage of the lot.

"c. No roof or projecting signs shall be
permitted.
"d. Any sign erected under.the restrictions of
Section IV, J, of this ordinance and Section 50-27
of the Sign Ordinance shall be limited in size to
8 square feet per side.
Off-street loading berths in accordance with
provisions set forth in Section X of this ordinance
except that all loading berths adjacent to a Residence
District or to an intervening alley separating such
loading berths from a Residence District shall be
completely screened therefrom by building walls or doors
or a combination thereof not less 8' high.
"10. Off-street parking
"Parking spaces in accordance with the provisions set
forth in Section X of this ordinance.
"C. M2 Research and Development District
111. Statement of purpose
"To provide sites for industrial, office, administrative
and research and development facilities under c ontrols
that will result in a district that will attract new
development and at the same time serve as a buffer zone
between the other manufacturing districts and the

SECTION 2: Reletter the existing M1 Restricted Manu-
facturing District from "B." to "D," and..
to amend the zone designation to read "NT'.

SECTION 3: Reletter the existing M2 General Manufacturing
District from "C:1to "E.", and to amend the
zone designation to read "M4".
SECTION 4: Amend the M4 District Regulations, Item 3,
"Special Uses," by adding: "e. Planned
development."
SECTION 5: Redesignate on the zoning map all existing
property designated M1 as M3.
SECTION 6: Redesignate on the zoning map all existing
property designated M2 as M4.
SECTION 7: All ordinances or portions of ordinances in
conflict herewith are hereby repealed.
SECTION 8: This ordinance shall be in full force and
effect from and after its passage, approval
and publication in the manner prescribed by law.
