AN ORDINANCE
Authorizing Advertising For Bids
For The Sale Or Lease Of
Certain Real Estate
WHEREAS, the City of Evanston is the owner of property hereinafter
legally described and commonly known as 1501 Oak Avenue; and
WHEREAS, said property is presently used as the Municipal Building
for the City of Evanston, and includes the office building, off-street parking,
and open space; and
WHEREAS, in the opinion of the corporate authorities of the City of
Evanston, the continued municipal use of said real estate is no longer necessary,
appropriate, profitable to, nor in the best interest of said City; and
WHEREAS, the corporate authorities of the City of Evanston determined
that the best interest of the City of Evansaton would be served by -the convey-
ance of said property to parties who will develop said property for residential
purposes in accordance with the terms and conditions hereinafter set forth,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION l: That the City Manager be and is hereby authorized and
directed to give notice of a proposal to sell or lease
real estate legally described as:
Lot 3 and Lot 4 in Owner's Subdivision of Lots 8 to 12,
inclusive, in A. J. Brown's Subdivision of the West 244
feet of Block 54 in the Original Village (now City) of
Evanston, in Cook County, Illinois. (In the W 1/2 of
the SW 1/4 of Section 18, Township 41 North, Range 14,
East of the Third Principal Meridian

commonly known as the Northeast corner of Lake Street and Oak Avenue, Evanston,
Illinois (1501 Oak Avenue).
SECTION 2: That said notice of a proposal to sell or lease shall be
published for three (3) successive weeks in the Evanston
Review, a weekly newspaper published in the City of Evanston. The first pub-
lication shall be not less than sixty (60) days before the date provided in
said notice for the receipt of bids for the real estate. All such bids shall
be directed to the City Manager and shall state that the proposal is firm for a
period of ninety (90) days from April 4, 1978. The corporate authorities may
accept the high bid or any other bid determined by them to be in the best in-
terest of the City of Evanston. The City Council may reject any and all bids.
SECTION 3: That the notice of proposal to sell or lease real estate
shall be in substantially the following form:
"NOTICE OF PROPOSAL
TO SELL REAL ESTATE
"Public Notice is hereby given that the City of Evanston,pro-
poses to sell or lease the following described real estate, to wit:
Lot 3 and Lot 4 in Owner's Subdivision of Lots 8 to 12,
inclusive', in A. J. Brown's Subdivision of the West 244
feet of Block 54 in the Original Village (now City) of
Evanston, in Cook County, Illinois. (In the W 1/2 of
the SW 1/4 of Section 18, Township 41 North, Range 14,
East of the Third Principal Meridian,
commonly known as the Northeast corner of Lake Street and Oak Avenue,
Evanston, Illinois (1501 Oak Avenue).
"The property proposed to be sold or leased is presently uti-
lized as the Municipal Building for the City of Evanston, and in-
cludes the office building, off-street parking, and open sapce.
"The City proposes to sell or lease such property subject to
the following terms and conditions:
1. The real estate shall be redeveloped for residential
use.

2. Such development must take place within current zon-
ing regulations (the property is currently zoned R6).
Only proposals to develop under R6 requirements or R6
planned development requirements will be entertained.
3. The economic value to be received by the City will be
a�consideration in determining the successful bidder.
4. Consideration shall be given to the extent to which a
proposal incorporates the existing landscaped grounds,
or the extent to which it provides an equivalent land-
scaped area which blends in with the surrounding neigh-
borhood as well as with the development itself.
5. The City is willing to consider either a sale or lease
of the property, with the prime considerations being
that the value must be substantially received immedi-
ately upon transfer of title or signing of lease, and
with consideration being given to future control of the
property by the City.
6. The bidder shall submit satisfactory evidence of the
financial responsibility of the bidder, including a
recent certified independent audited financial state-
ment and a current financial statement of the bidder.
The appropriate disclosure statements shall also be sub-
mitted in accordance with City of Evanston policy.
7. The bidder shall submit a bid bond or a check in the
amount of 10% of the bid price, together with a com-
pletion bond or other security acceptable to the City
to guarantee performance of the proposed development.
8. Accompanying the bid must be a site plan for the pro-
posed development, including location of building on
site, general landscaping design, location of off-
street parking, and a typical floor plan.
9. Working drawings of the proposed development, along
with a landscape plan must be prepared to be submitted
within six (6) months after acceptance of the bid, and
construction must commence twelve (12) months after
the approval of working drawings. Such schedules shall
be guaranteed by a completion bond or other security.
10. If the proposal is for a rental project, some utiliza-
tion of Section 8 housing is desirable.
11. The City will deliver the site with the building de-
molished at closing.
12. All proposals shall be firm for a period of ninety (90)
days from April 4, 1978.
"The City of Evanston hereby solicits bids for the purchase or
lease of the said real estate. Such bids shall be submitted, in accor-
dance with the foregoing terms and conditions, to Edward A. Martin,
City Manager, City of Evanston, Municipal Building, 1501 Oak Avenue,
Evanston, Illinois 60204. Such bids shall be in writing and shall be
filed in the Office of the City Manager of the City of Evanston on or
before April 4, 1978 at the hour of 3:00 P.M.

"The corporate authorities of the City of Evanston may accept
the high bid or any other bid determined to be in the best interest
of the City. The corporate authorities may reject any and all bids.

SECTION 4: This ordinance shall be in full force and effect from
and after its passage and approvel in the manner pro-
vided by law.
