AN ORDINANCE
•
Empowering The Evanston Playground
And Recreation Board To Adopt Regulations
WHEREAS, the preservation and conservation of the park and beach
facilities of the City of Evanston and the safety of Evanston residents are
matters of concern to all of Evanston; and
WHEREAS, the Evanston Playground and Recreation Board has determined
that certain activities are deleterious to the high quality of the facilities
at Evanston parks and beaches or that such activities constitute a danger to
the welfare of the patrons of Evanston's park system and should be limited to
certain areas or generally prohibited; and
WHEREAS, the Evanston Playground and Recreation Board in light of
those determinations has requested that it be allowed to adopt written regula-
tions concerning the safe and proper use of the City of Evanston's parks,
beaches and other recreational facilities which shall be implemented and en-
forced after the posting of signs giving notice of same by the Director of
Parks, Recreation and Forestry in areas designated by the Evanston Playground
and Recreation Board;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Chapter 30 of the Code of the City of Evanston, 1957,
as amended, be further amended by adding thereto Article
• III, Sections 30-20 through 30-24, which shall read as follows:

"Section 30-20.
The Evanston Playground and Recreation Board is here-
by empowered to adopt regulations after making a written
determination that the welfare of the parks or the public
requires such regulations concerning the safe and proper
use of property and facilities used by the general public
under the control of the Evanston Playground and Recrea-
tion Board.
"Section 30-21.
The Evanston Playground and Recreation Board is here-
by authorized and empowered to adopt regulations pertaining
to the use of the parks, beaches and water adjacent to such
parks and beaches, particularly the activities of fishing,
waterskiing, swimming, sledding, skiing, skating, and all
other lawful activities conducted upon such premises, and
the consumption of food and beverages, and the use of any
such facility in a manner contrary to its intended use or
in such a manner as to constitute a danger to any person
using such facility.
"Section 30-22.
• Rules and regulations so adopted shall be transmitted
in writing to the City Council on a Monday no less than
twenty-one (21) days prior to their proposed effective date.
The City Council may consider, reject, or refer such pro- s
posed regulations back to the Evanston Playground and
Recreation Board within such period. Failure so to do with-
in twenty-one (21) days shall be deemed an approval. No
such rule or regulation shall become effective until ten
(10) days after it shall have been published in the manner
provided for ordinances, and notice of such regulation
shall have been posed in the area affected thereby.
"Section 30-23.
The Evanston Playground and Recreation Board shall
cause the posting of notice of regulations in those areas
in which such regulations are in force and effect.
"Section 30-24.
Every person who shall violate a properly adopted .
and posted regulation of the Evanston Playground and
Recreation Board shall be guilty of an offense punishable
by a fine in an amount not to exceed FIVE HUNDRED DOLLARS
($500.00)."
• SECTION 2: All ordinances or parts of ordinances in conflict here-
with are hereby repealed.
