Members of the public are welcome to speak at City Council meetings. As part of the
Council agenda, a period for public comments shall be offered at the commencement
of each regular Council meeting. Public comments will be noted in the City Council
Minutes and become part of the official record. Those wishing to speak should sign
their a addressed be to topic non-agenda on item agenda the and name or
designated participation sheet. If there are five or fewer speakers, fifteen minutes
shall be provided for Public Comment. If there are more than five speakers, a period
of forty-five minutes shall be provided for all comment, and no individual shall speak
longer than three minutes. The Mayor will allocate time among the speakers to ensure
that Public Comment does not exceed forty-five minutes. The business of the City
Council shall commence forty-five minutes after the beginning of Public Comment.
Aldermen do not respond during Public Comment. Public Comment is intended to
foster dialogue in a respectful and civil manner. Public comments are requested to be
made with these guidelines in mind.

Staff recommends that the City Council authorize the City Manager to
execute a four-year agreement with Ciorba Group, Inc. (8725 W Higgins
Road, Suite 600, Chicago, IL 60631) for the National Bridge Inspection
Structural Engineering Services (RFP 22-34) in the amount of $35,750.
Funding will be provided from 2022 City of Evanston General Obligation
Bond Funds (415.40.4122.65515 – 422011), which has an FY 2022
budget of $40,000, all of which is remaining.

Staff recommends that the City Council authorize the Interim City
Manager Creative with extension contract two-year a execute to

Suite 1, Jupiter, Florida, 33458) to maintain the bus shelters that they
have currently installed in the City of Evanston.
COA installed the bus shelters at their own cost and reimburses the City
annually either 10% of the advertising net revenues or $250 for each
installed bus shelter, whichever is higher.

Staff recommends the City Council authorize the Interim City Manager
to execute a single-source purchase order in the amount of $39,024.75
to MacQueen Emergency (1401 N Farnsworth Ave., Aurora, IL 60505)
for the annual pump inspection and repairs to Fire Truck E-23, a 2010
Pierce of piece line front a is E-23 Engine Fire Pumper. Arrow
equipment used by the Fire Department and is critical to continue
necessary operations through the City. MacQueen is a single source
vendor for this work.
Funding will be from the Materials to Maintain Autos - Fleet Fund
(Account 600.19.7710.65060) with a budget of $1,055,250 and a YTD
balance of $448,905.

Staff recommends adoption of Resolution 48-R-22 – Authorizing the
Mayor to Sign a Joint Funding Agreement for State-Let Construction
Work for Federal Participation with the Illinois Department of
Transportation (IDOT) to commit matching funds for the Ridge Avenue
Traffic Signal Improvement Project.
Adoption of this resolution will allow Evanston to receive $456,000 in
Highway Safety Improvement Program (HSIP) funding and commits
Evanston for matching funds in the amount of $355,000 for the project.

the purchase of a 2023 Pierce Enforcer Pumper Truck using surplus

Funding for the purchase will be through the 2022 Equipment

$2,000,000 has been fully allocated.

70-O-22, Ordinance of Council City recommends Staff adoption
authorizing the City to borrow funds from the Illinois Environmental
Protection Agency (IEPA) Public Water Supply Loan Program (PWSLP).
This loan will partially fund the 1909 Raw Water Intake Replacement.
This ordinance authorizes the City to borrow up to $35,279,939.00 from
the IEPA. The debt service will be paid from the Water Fund.

Creating a “Commercial Vehicle Permit Pilot Program”
Pursuant to Councilmember Suffredin’s referral and the direction from
the Administration & Public Works Committee/Councilmembers, staff
presents 10-1-3 Code City amending 30-O-22, Ordinance Section
or Standing in 10-4 Chapter Sections and “Definitions” “Stopping,
Parking” creating a Commercial Vehicle Parking Permit Pilot Program. A
permit will be required for vehicles under 8,001 lbs with commercial
markings (other than small ride-share stickers affixed to the front/rear
windows) to park on-street in residential areas overnight. Vehicles will
not be allowed to have any attachments to the front/sides/rear. The pilot
will be the period of October 1, 2022 through September 30, 2023, and
will cost $25. There will be a limit of 20 permits per Ward on a first
come, first served basis.

offer the sale of vehicles owned by the City by public auction through
GovDeals, an online auction system utilized by government agencies, or
any other subsequent America’s Online Auction.

Parking Districts.” This Ordinance will amend parking in the 5th Ward,

The Action Plan, which governs the use of the City’s Community
Development Block (CDBG), HOME Investment Partnerships Grant
(HOME), and Emergency Solutions Grant (ESG) entitlement funding
from the U.S. Department of Housing and Urban Development (HUD),
has been updated to incorporate 2022 grant amounts that were released
on May 13, 2022.
Funding for the 2022 Action Plan totals $2448,150.98 comprising 2022
entitlement funds and 2021 program income as shown below:
