(V)PUBLIC COMMENT
Members of the public are welcome to speak at City Council meetings. As part of the
Council agenda, a period for public comments shall be offered at the commencement
of each regular Council meeting. Public comments will be noted in the City Council
Minutes and become part of the official record. Those wishing to speak should sign
their on addressed be to topic non-agenda item a agenda the and name or
designated participation sheet. If there are five or fewer speakers, fifteen minutes
shall be provided for Public Comment. If there are more than five speakers, a period
of forty-five minutes shall be provided for all comment, and no individual shall speak
longer than three minutes. The Mayor will allocate time among the speakers to ensure
that Public Comment does not exceed forty-five minutes. The business of the City
Council shall commence forty-five minutes after the beginning of Public Comment.
Aldermen do not respond during Public Comment. Public Comment is intended to
foster dialogue in a respectful and civil manner. Public comments are requested to be
made with these guidelines in mind.

A3.Approval of a Sole-Source Contract with Garland/DBS for
Additional Civic Center Gutter and Downspout System Repairs
Staff recommends the City Council authorize the City Manager to
execute a sole-source contract with Garland/DBS, Inc. (3800 east 91st
Street, Cleveland, OH 44105) for Additional Civic Center Gutter and
Downspout System Repairs in the amount of $100,341.50.
Funding will be provided from the 2021 Capital Improvement Fund
General Obligation Bond line item for Facilities Contingency (Account
415.40.4122.65515 – 621016) . This item has an FY 2022 budget of
$600,000 of which $536,669.35 is remaining.

A4.Approval of a Sole Source Contract with Health Endeavors, S.C for
Fire Department Annual Physical Fitness Testing and Medical
Examinations
Staff recommends City Council authorize the City Manager to execute
the sole source contract with Health Endeavors, S.C. in the amount of
$41,511 health and testing fitness provide annual the physical to
screening required for union employees in the Fire Department.
The Fire Department will pay for this out of the General Fund, account
100.23.2305.62270, which has an approved budget of $50,000 in Fiscal
Year 2022, with $49,198.96 remaining YTD.

Contracting Group, Inc. for Parking Garage Structural Repairs (Bid

Staff recommends approval of Change Order No. 1 to the contract with
LS Contracting Group, Inc. (5660 North Elston Avenue, Chicago, Illinois
60646) for the Parking Garage Structural Repairs (Bid 22-14) in the
amount of $25,600. This will increase the overall contract price from
$1,002,947.00 to $1,028,547. There is no time extension associated
with this change order.
Funding for this change order will initially be provided from the Parking
Fund (Account 505.19.7005.65515-620010), in the amount of $25,600.
This amount will be reimbursed by the Chicago Avenue Place Condo
Association following completion of the work.

Staff recommends approval of Change Order No. 2 to the contract with
AECOM (303 East Wacker Drive, Suite 1400, Chicago, Illinois 60601)
for the Civic Center and Police/Fire Headquarters Feasibility Study (RFP
No. 21-27) in the amount of $31,025.41. This will increase the overall
contract amount from $367,249.30 to $398,274.71.
Funding will be provided from the 2022 General Obligation Bonds line
item 415.40.4122.62145-No. Contingency Facilities for (Account
621012) which has an FY 2022 budget of $600,000, with $536,669.35
remaining.

the Administration & Public Works Committee/Councilmembers, staff
presents 10-1-3 Ordinance Code 30-O-22, amending City Section
or “Stopping, Standing Chapter in Sections and “Definitions” 10-4
Parking” creating a Commercial Vehicle Parking Permit Pilot Program. A
permit plate with “passenger” be with vehicles a for required will
commercial markings (other than small ride-share stickers affixed to the
front/rear plate “B” or “FP” a with vehicles all for and windows)
regardless of markings, to park in residential areas overnight. The

as a Special Use
The Land Use Commission recommends denial of Ordinance 53-O-22,
Amending City Code Title 6 to Add “Billboards” as a Special Use. This
is a Text Amendment to the Zoning Ordinance to establish zoning
regulations for Billboards as Special Uses in all zoning districts. The
proposed text amendment does not meet the Standards for Approval,
specifically the proposal does not meet the goals and objectives of the
Comprehensive General Plan (Comp Plan).

Between Darrow Ave and Dewey Ave with the Honorary Street
Name Sign, “JoAnn Avery Way”
The Human Services Committee and staff recommends the adoption of
Resolution 38-R-22, designating the portion of Simpson St. between
Darrow Ave. and Dewey Ave. with the Honorary Street Name Sign,
“JoAnn Avery Way.”
Three street signs are made for the honoree. One sign is installed at
each end of the designated one block area, and the third sign is given to
the honoree. The approximate total cost to create all three signs is $200.
Funds for the honorary street name sign program are budgeted in the
Public Operations' Traffic Works Bureau Service Public Agency, -
materials fund (Account 100.40.4520.65115), which has a fiscal year
2022 budget of $58,000 and a year to date balance of $36,000.
