HomeMy WebLinkAbout017-R-23 Authorizing the City Manager to Submit an Application for Grant Funds from the Chicago Metropolitan Agency for Planning for the Church Street Pedestrian and Bicycle Improvements Project 02/13/23 17-R-23 A RESOLUTION Authorizing the City Manager to Submit an Application for Grant Funds from the Chicago Metropolitan Agency for Planning for the Church Street Pedestrian and Bicycle Improvements Project WHEREAS, the Chicago Metropolitan Agency for Planning (“CMAP”) has a call for projects for three Federally-financed programs, the Congestion Mitigation and Air Quality Improvement (“CMAQ”) program, Carbon Reduction Program (“CRP”), and the Transportation Alternatives Program (“TAP-L”) that are submitted under one application; and WHEREAS, CMAP funding can be requested for pedestrian and/or bicycle facilities that facilitate transportation and are included in a local, regional or statewide plan; and WHEREAS, the CMAP grant programs operate on an eighty percent (80%) Federal funding and twenty percent (20%) non-Federal match for construction engineering and construction costs; and WHEREAS, the City seeks to submit an application to CMAP for the Church Street Pedestrian and Bicycle Improvements Project from Dodge Avenue to the west City Limits, hereinafter collectively referred to as the “Project”; and WHEREAS, the City of Evanston wishes to avail themselves of funds from the CMAP programs for the Project; and WHEREAS, the City of Evanston has available the funds to finance the twenty percent (20%) non-Federal match and the financial capability to maintain and manage the completed project in a safe and attractive manner for the public use; and ~1~ Page 1 of 2 Doc ID: 702260a87d5e4922e7061eedc9b59e1c57950d2a 17-R-23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS THAT: SECTION 1: The City Manager is hereby authorized to sign, and the City Clerk hereby authorized and directed to attest, on behalf of the City of Evanston, the CMAP application for the Project. SECTION 2: The City Manager is hereby authorized and directed to negotiate any additional conditions of the application as may be determined to be in the best interest of the City.
