Basic Plumbing Code Fifth Edition, 1981, by Reference and Amending Title 4, Chapter 6, Sections 1, 2 and 6 of the Code of the City of Evanston 0- WHEREAS, the City Council of the City of Evanston considers it in the public interest to adopt as its standard for construction, alteration, and installation of plumbing work the B.O.C.A. Basic Plumbing Code, Fifth Edition, 1981; and WHEREAS, the City Council of the City of Evanston has caused three (3) copies of the aforesaid Code to be kept on file in the office of the City Clerk for public inspection for a period of more than thirty (30) days prior to the adoption of this ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS SECTION 1: That Title 4, Chapter 6, Sections 1, 2 and 6 of the Code of the City of Evanston, 1979, as amended, be further amended to read as follows: Q 4-6-1: ADOPTION OF THE B.O.C.A. BASIC PLUMBING CODE (A) Pursuant to the authority granted by Chapter 24, Section 1-2-4 of the Illinois Revised Statutes and pursuant to its home rule powers, the City of Evanston hereby adopts by reference the B.O.C.A. Basic Plumbing Code, Fifth Edition, 1981, which code shall be used with the below stated additions, amendments and deletions to govern the issuance of permits and the standards of performance and materials for the construction, alteration, and installation of plumbing work in the City of Evanston. (B) Any reference to "administrative authority," or "building official" .shall mean the Director of Building and Zoning of the City of Evanston. Any reference to "municipality" shall mean the City of Evanston. (C) Additions to the B.O.C.A. Basic Plumbing Code, 5th Edition: P-801.1.2 Window wells: All window wells shall be provided with drains. Window well drains may be connected to the drain tile and drain into the sump pump. P-308.2.1 All copper piping shall be protected against galvanic (electrolitic) action by insulating it from any other metallic contact and the use of dielectric unions. P-313 Overhead plumbing: All new buildings erected after December • 31, 1970, with basements, floors, rooms or occupancy areas below ground level at the building site and served by a public or private 106-0-81 system shall have overhead plumbing. No building permit application will be accepted nor any permits issued for construction of any structure in a new building unless plans and specifications there- for provide for overhead plumbing in accordance with this section. P-314 Sill cocks: All buildings except accessory buildings shall be provided with two sill cocks. P-1219.1.1 Floor drains: The floor of every public water closet or urinal compartment shall be graded to drain into any floor type urinal, waste opening, or into a floor drain. P-801.1.1 Footing drains: Footing drains shall be connected to sump pumps and discharge shall be made through storm sewers, combination sewers or drainage ditches. No footing drain or drainage rile shall be connected to the sanitary sewer. P-1219.1.2 Washing Machines and Hot Water Heaters: A pan or receptor with a drain; or a floor drain in an impervious floor, shall be required for all automatic machines and hot water heaters. P-1222 Abandoned fixtures: Plumbing fixtures not maintained or abandoned shall be disconnected, removed, and sealed. (0) Amendments: The following sections of the B.O.C.A. Basic Plumbing Code, 5th Edition, are amended to read as follows: P-114.2 Fee Schedule: The permit fee for construction, reconstruc- tion, alteration and installation shall be those established from time to time by the City Council of the City of Evanston. P-117.4 Penalties: Any person who shall violate a provision of this code or shall fail to comply with any of the requirements there- of or who shall install plumbing work in violation of an approved plan or directive of the plumbing official, or of a permit or certificate issued under the provisions of the code, shall be subject to penalty as provided in section 4-6-6 of the City Code. P-118.2 Unlawful continuance: Any person who shall continue any plumbing work in or about the structure after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe conditions, shall be subject to penalty as provided in section 4-6-6 of the City Code. P-303.2 Public systems available: A public water supply system and/or public sewer system shall be deemed available to premises used for human occupancy if such premises are within 1000 feet, measured along a street, alley, or basement, of the public water supply or sewer systems and a connection conforming with the standards set forth.in this code may be made thereto. P-308.3 Freezing: Water service piping and sewers shall be in- stalled below recorded frost penetration, but not less below grade than five (5) feet for water piping and four (4) feet below grade for sewers. Plumbing piping in exterior building walls shall be adequately protected against freezing by insulation or heat or both. P-313.1 Openings in fire resistance rated floors: The required fire resistance rating of floor or floor/ceiling or wall assemblies shall be maintained where a penetration is made for plumbing, pipes and stacks. Therefore, all piping going through a fire rated floor, ceiling or wall shall be metallic pipe for a distance not less than two (2) feet below and one (1) foot above said floor, ceiling or wall. -2- 106-0-81 P-404.1.2 Water service pike: Water service pipe shall be made of ductile iron pipe, cast iron pipe, copper pipe, or copper tube.' Copper tube when used underground shall be "type K" and shall be put together with cast bronze flared fittings. Water service pipe shall conform to the applicable standards listed in Table P.-404.1.2 and shall have a minimum working pressure of 160 pounds per square inch (160 psi/1103.04 kPa) at 73.4 degrees F. (23 degrees C). P-404.1.3 Water distribution pipe: The water distribution system shall be brass or copper pipe, copper tube, galvanized open hearth iron pipe or galvanized steel pipe. Copper tube shall have a weight of not less than copper water tube "type L." The water distribu- tion pipe shall conform to the applicable standards listed in Table P-404.1.3 and shall have a minimum pressure rating of 80 psi (551.2OkPa) at 180 degrees F. (82 degrees C.). P-404.2.4 Building sewer: a. In a trench separate from water service: If the building sewer is installed in a trench separate from the water service, the sewer pipe shall be of cast iron, concrete, vitrified clay tile, truss pipe or ductile iron pipe. Joints shall be watertight and root proof. Metropolitan Sanitary District standards shall be followed. b. In trench with water service: If the building sewer is ire - stalled in the same trench as the water service, the conditions of Section P-1502.2.1 shall be met. Metropolitan Sanitary District standards shall be followed. (E) Deletions: The following section of the B.O.C.A. Basic Plumbing Code, 1981 Edition,.is hereby deleted: P-122.0 Means of Appeal • (F) Application: The provisions of the B.O.C.A. Basic Plumbing Code and the provisions of this ordinance shall be deemed to apply to all matters concerning the design, installation, alteration, addition, repair, removal, construction, use, location, and maintenance of plumbing systems, sanitary and storm and sewage disposal in ser- vicing existing and proposed buildings or structures in the city. 4-6-2 CAR WASH FACILITIES: All car wash facilities constructed in the City of Evanston and all replacements of existing fixtures in car wash facilities shall be equipped with water recycling systems, except when it is clearly demonstrated that the design and operation of the facility uses less than thirty (30)gallons of water per wash. 4-6-6: PENALTY: Any person who shall install, extend, alternate, repair or maintain plumbing systems in or adjacent to buildings except in conformity with the provisions of the B.O.C.A. Basic Plumbing Code, Fifth Edition, as adopted, shall be guilty of a violation punishable by a fine of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for each offense. A separate offense shall be deemed committed for each day that an offense continues. SECTION 2: It is the intention of the City Council that the pro- visions of this ordinance and the B.O.C.A. Basic Plumbing Code are severable and the invalidity of any section or part of any section of this ordinance and the code hereby adopted shall not affect any other section or portion of the said ordinance or code. -3- law. 106-0-81 SECTION 3: This ordinance shall be in full force and effect from and after its passage in the manner provided by SECTION 4: All ordinances or parts of ordinances in conflict herewith are hereby repealed.
