HomeMy WebLinkAboutORDINANCES-1981-034-O-81r ^ n • n U 0 4/24/81 , 5/7/81 5/7/81 y 34-0-81 } 5/29/81 AN ORDINANCE Amending Sections 6-2-4, 6-9-2-7 �j and 6-9-2-8 of the Evanston City Code as to Zoning Parking Requirements I' I I i� WHEREAS, the Evanston Zoning Amendment Committee conducted public hearings on February 5, February 12, March 12, and April 2, 1981, upon reference by the Evanston City Council to review the parking require- ments in Section 6-9-2 of the Zoning Ordinance as they relate to: 1) the size of parking spaces and 2) the creation of requirements for compact i i cars, said public hearings having been conducted pursuant to notice and i publication thereof in the manner prescribed by law; and i WHEREAS, in May, 1980 the City Council upon the recommendation of the CBD Parking Committee assigned the above reference a high priority and the Zoning Amendment Committee in order to meet this high priority objective considered this reference as two separate parts: (1) the size of parking spaces, and (2) the creation of requirements for compact cars; and WHEREAS, the Zoning Amendment Committee has completed deliber- ations on part (1) the size of parking spaces and has continued further deliberations on part (2) the creation of requirements for compact cars; and WHEREAS, the recommendations of the Zoning Amendment Committee on part (1) would result in immediate benefits for virtually all develop- ment in Evanston and a report on part (2) of said reference will be made at the conclusion of continuing deliberations; and WHEREAS, based upon evidence p presented at said hearings, findings of fact, consideration of existing conditions conservation of property values and the direction of building development to the best advantage of the entire City, the Evanston Zoning Amendment Committee has recommended that the following amendments of the Zoning Ordinance are required for the public good. r 34-0-81 • n LJ n LJ NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That Section 6-2-4 of the Evanston City.Code,. 1979, as amended, be and hereby is further amended by adding MODULE WIDTH, DOUBLE LOADED to read as follows: MODULE WIDTH, The distance between parking spaces DOUBLE LOADED (stalls) on both (2) sides of any. access (of parking spaces) aisle as measured perpendicular to said aisle and from the farthest point of spaces (stalls) on one side of said aisle to the farthest point of spaces (stalls) on the other side of said aisle. by adding MODULE WIDTH, SINGLE LOADED to read as follows: MODULE WIDTH, The distance between parking spaces SINGLE LOADED (stalls) on one side of an access (of parking spaces) aisle as measured perpendicular to said aisle from the farthest point of said spaces (stalls) and including the width of said aisle (at its minimum dimension). by revising PARKING AREA to read as follows: PARKING AREA One or more parking spaces including any access drives, aisles, ramps and maneuvering area. SECTION 2: That Section 6-9-2-7 of the Evanston City Code, 1979, as amended, be and hereby is further amended to read as follows: 6-9-2-7: VERTICAL CLEARANCE: A required parking area shall have vertical clearance of at least seven feet W ). SECTION 3: That Section 6-9-2-8 of the Evanston City Code, 1979, as amended, be and hereby is further amended to read as follows: 6-9-2-8: PARKING AREA SIZE AND ACCESS: (A) Each required parking space shall be open directly upon an aisle, a driveway or public alley of such width and design as to provide safe and efficient means of vehicular access to such parking space at all times, as shown in the following table. No driveway to such parking spaces, across public property, shall have a width exceeding twenty five feet (25') exclusive of curb returns. (Ord. 60-0-62) (C) Required parking for stall angles other than those contained in the above table may be interpolated from said table. (D) All required parking spaces shall be marked to provide a delinea- tion between parking stalls and aisles. (E) Parking spaces for the physically handicapped shall be designed and provided in accordance with applicable standards. SECTION 4: All ordinances or parts of ordinances in conflict herewith are hereby repealed.
