Amending Sections 6-2-4 and
i
6-6-5(B) of the Zoning Code j
Pertaining to Signs and Scoreboards
WHEREAS, the Evanston Zoning Amendment Committee conducted public

hearings on July 22, and August 5, 1982, upon a petition by Northwestern Uni-
versity to amend Section 6-6-2-2 and any related provisions of the Evanston
Zoning Ordinance to permit scoreboard signs with advertising in the U2, U3, {
U5 and U6 University Districts where athletic facilities are located, said 1
public hearings having been conducted pursuant to notice and.publication
,thereof in the manner prescribed by law; and

WHEREAS, based upon evidence presented at that hearing, findings
j
.of fact, consideration of existing conditions, conservation of property
values and the direction of building development to the best advantage of !
:'the entire City, the Evanston Zoning Amendment Committee has recommended that j
certain amendments are required for the public good,

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
• EVANSTON,.000K COUNTY, ILLINOIS:
SECTION 1: That Section 6-2-4: DEFINITIONS, of.the Evanston City I'I

Code, 1979, as amended, be and hereby is further i
amended by revising the definition of "SIGN" to read as follows:
SIGN Sign shall mean every name, identification, description, '
i announcement, declaration, demonstration, display, flag,
illustration or insignia, and the structure displaying or
supporting any of the same, affixed directly or indirectly i
to or upon any building or outdoor structure, or erected
or maintained upon a piece of land, which directs attention
to an object, product, place, activity, person, insti
tution, organization or business, except scoreboards and
air navigational signs.
The term "SIGN" shall not include any non -flashing, non -
rotating, non-moving, non -animated device which is entirely
within any enclosed building, whether or not said sign
or device can be observed from the outside of the building.
Each display surface of a sign shall be considered to be a
separate sign.
,and by adding after "ROOMING HOUSE (LODGING HOUSE)" and before "SCRAP METAL
• RECYCLING" the following:
SCOREBOARD A display device, appurtenant to an athletic facility,
that enables spectators to or participants in an athletic
contest to be informed of the progress of such contest
(Scoreboards are further regulated by Section 6-6-5(B).)

SECTION 2: That Section 6-6-5 (B) be and hereby is -further
amended by renumbering existing subparagraph (5) as
.,subparagraph (6) and adding as new subparagraph (5) the following:
5. Scoreboards serving the existing football stadium, subjectto the
,following restrictions:
a. No more than two scoreboards shall be permitted. 'Each
display surface of a scoreboard shall constitute a separate scoreboard
and shall face the playing field of the,stadium.
b.,INotwithstanding Section 6-6-5(�), "BUILDING HEIGHT," a score-
board, including the support structure, may be erected to a maximum
height of fifty -.five (55') above .established grade.
C. Maximum display area per scoreboard shall not exceed 1100
square feet, including advertising, whether fixed (stationary) or
displayed on an illuminated message board.
d. Fixed (stationary) advertising display may only be located in
the lowest 25% of the total scoreboard display area.: Fixed advertising
display areas may only be illuminated by an internallillumination
source.
e. Scoreboards may contain illuminated message boards which shall
be predominantly limited to the display of announcements, game
statistics, and scores from other contests, but may also include
incidental advertising.,
f. Scoreboards may only be illuminated when the stadium is in
• use, as regulated by Section 6-8-5(B)2. The scoreboard may be il-
luminated by an internal illumination source. Illumination shall be
restricted to the scoreboard display face area.

g. Scoreboards shall be located a minimum of fifty feet (50')
from any street lot line.
h. Scoreboards shall not be considered a special use and shall not
be subject to the requirements of Section 6-6-5(B)6 or 6-6-5(C)2.
SECTION 2: All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force and effect
from and after its passage, approval, and publication
in -the manner provided by law.
