Amending Chapter 10 of the
Evanston City,Code, 1979, as Amended,
Relating to the Youth Commission
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK
I COUNTY, ILLINOIS:

SECTION 1: That Chapter 10 of Title 2 of the City Code of the
�j City of Evanston, 1979, as amended, relating to the
I Youth Commission, is hereby further amended by replacing in its entirety the

existing Chapter 10 with the following Chapter 10:

I SECTION:
2-10-1: Creation and Appointment
2-10-2: Terms of Office; Vacancies
2-10-3: Organization; Compensation

2-10-5: Powers and Duties
j 2-10-1: CREATION AND APPOINTMENT: There is hereby created a Youth
i Commission for the City. The Youth Commission shall consist of
fifteen (15) members to be appointed by the Mayor with the advice and consent
of the City Council. In the appointment of said members, the Mayor and City
�( Council shall give consideration to the broad representation of the community,
i; lay and professional, young and old, from within the social and religious
structure.
!� The said Evanston Youth Commission is hereby empowered to establish, at its
discretion and for such periods as it may by majority vote determine, a
Youth Advisory Board; it may extend to such Advisory Board the right to select
delegates to attend regular Youth Commission meetings and extend to such dele-
gates collectively the right to cast one vote on any motion which may come
11 before any such meeting. (Ord. 28-0-70)
i' 2-10-2: TERMS OF OFFICE: VACANCIES: All members of the Youth Commission
i shall serve for three (3) year terms or until their successors
are appointed and qualified; provided, however, that five (5) members shall
be initially appointed for three (3) year terms, five (5) members shall be
initially appointed for two (2) year terms and five (5) members shall be ini-
tially appointed for one (1) year terms.
I 2-10-3: ORGANIZATION, COMPENSATION: Immediately upon its organization,
the Youth Commission shall select from its membership a chair-
man and vice chairman. The persons so selected shall serve for terms of one
f.year and may be re-elected to said posts. The Commission shall meet at the
call of the chairman and at such other times as may be provided by its rules.
A majority of members shall constitute a quorum, provided that the vote of
j a majority of such quorum shall be necessary for the adoption or approval of
ij any matters before the Commission. All meetings of the Youth Commission shall
I be public and its minutes shall be available for examination in the office of
the City Clerk during regular business hours. The members of the Office of
the Commission shall serve without compensation. (Ord. 84-0-68)

i2-10-4: ADMINISTRATION: The Youth Commission shall have a Director and
i other suitable staff appointed by the City Manager in consultation
11 with the Youth Commission. The Commission shall maintain an office properly
;! equipped to discharge its function and shall present to the City Council an
annual report of its objectives, accomplishments, and recommendations, and.
11 shall adopt rules for meetings, the transaction of its business, and keep a
1 record of its transactions, findings, and determinations.
2-10-5: POWERS OF COMMISSION: The Youth Commission shall have the
following powers and duties: i
jj (A) Study, Evaluation, Planning and Recommendation

1. To study and. evaluate the needs of Evanston youth. `
2. To analyze existing services in relationship to these needs.
{ 3. To recommend to service providers additions, changes
{i or deletions in service.
4. To recommend to City funding sources (Unified
Budgeting Panel, Human Services Committee)
additions, changes or deletions in services.
(B) Corodination and Consultation
i)
1. To coordinate services for youth provided by governmental,
! agencies and, in addition, to cooperate with City
departments.
I 2. To provide consultation and assistance to community
groups developing or delivering services for youth.

(C) Information and Referral

1. To maintain a resources file of services available
ij to youth.

2. To answer all inquiries from., or on behalf of youth.

i 3. To make referrals and to follow-up on referrals.

i 4. To keep ongoing records of such referrals and follow-up.
i! 5. To publicize youth programs or specialized services
I available to youth.
(D) Advocacy

!� 1. To advocate services for needs and rights of the youth
population.
2. To promote active participation of youth in programs
addressing their needs and rights.

i{ 3. To promote the recognition of individuals who have had
significant impact on youth.
i� (E) Community Education

! To promote community education and disseminate information
(i
�i regarding the problems, needs, status and responsibilities
of youth.
f� 4(F) With City Council approval, to. accept and expend contributions, , donations and gifts for programs and purposes of the Commission.

�( SECTION 2: All ordinances or parts of ordinances in conflict here-
with are hereby repealed.
SECTION 3: This ordinance shall be in full force and effect from
• i and after its passage, approval, and publication in
the manner provided by law.
