Providing for the �
Licensing of Raffles E
WHEREAS, the Illinois General Assembly has recently enacted laws
Illegalizing the conduct of raffles by charitable, religious, educational,
fraternal other non-profit organizations pursuant to municipal and county
licensing (Illinois Revised Statutes, Chapter 85, Section 2301, et seq.,); and
WHEREAS, the City Council of the City of Evanston desires to
(establish a system for the licensing of organizations to conduct raffles in
accordance with law, and consistent with the interests of the residents of the

jiCity of Evanston to regulate such raffles for the protection of public; and

ii WHEREAS, the City Council finds that it is not in the best
! f
interest of the City of Evanston to limit the aggregate retail value of
j, the prizes issued in a raffle, or the maximum retail value of individual
• prizes in a raffle, or the maximum price which may be charged for a raffle
chance, or the maximum number of days during which chances may be issued
j
Ii or sold, and further find that any such limitations would be arbitrary; and
WHEREAS, the City Council finds that it is in the public interest
to allow the conducting of raffles in premises owned by organizations or
entities which are not themselves licensed under this Chapter, subject to
j;.appropriate restrictions to prevent abuses of the eleemosynary purpose of

�1 raffles to be conducted under this Ordinance; and

WHEREAS, the City of Evanston is a home rule municipality under
Article VII, Section 6 of the 1970 Illinois Constitution,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
-EVANSTON, COOK COUNTY, ILLINOIS:
' SECTION That Title 3 of the City Code of the City of Evanston
is hereby amended by adding the following Chapter 28: LICENSING OF RAFFLES:
