' 2/8/83 2/22/83 3/1/•83 17-0-83 AN ORDINANCE Amending Sections 6-6-3(B) and 6-6-5(B) of the Zoning Code Pertaining to Scoreboards, Section 6-6-5(C)2 • WHEREAS, the Evanston Zoning Amendment Committee conducted public hearings on July 22, August 5, December 2, 1982, January 6 and January 20, 1983, upon.a petition and subsequent revised petition by Northwestern University to amend Section 6-6-2-2 and any related provisions of the Evanston Zoning Ordinance to permit scoreboard signs with advertising in the U2 and U5 University Districts where athletic facilities are located, said public hearings having been conducted pursuant to notice and publication thereof in the manner prescribed by law; and WHEREAS, based upon evidence presented at the hearings, findings of fact, consideration of existing conditions, conservation of property values and the direction of building development to the best advantage of the entire City, the Evanston Zoning Amendment. Committee has recommended that certain amendments are required for tNe public good, • NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That Section 6-6-3(B): PERMITTED USES; U1, U2 and U3 DISTRICTS, of the Evanston City Code, 1979, as amended, be and hereby is further amended by adding a new sub -paragraph (11) to read as follows: 11. In the U2 District only: scoreboards serving tennis courts existing on December 2, 1982, subject to the following restrictions: •a. No more than one (1) scoreboard shall be permitted for each college or university. Each display surface of a scoreboard shall constitute a separate scoreboard, and the display face shall be oriented towards the interior of the tennis courts. b. A scoreboard, including the support structure, may be erected to a maximum height of nine feet (9') above established grade. c. The maximum display area of the scoreboard shall not exceed one hundred (100) square feet. d. The scoreboard shall not contain advertising. 2/8/83 2/22/83 3/1/83 e. The scoreboard may be illuminated only when the tennis courts are in use for competitive contests and when windscreens at least nine feet high are in place. The scoreboard may be illuminated only by an internal source. Illumination shall be restricted to the scoreboard display face • area. f. A scoreboard shall be located a minimum of one hundred ten feet (110') from any street lot line. SECTION 2: That Section 6-6-5, U5 UNIVERSITY ATHLETIC FACILITIES DISTRICT, paragraph (B), be and hereby is further amended by amending and renumbering existing subparagraph (6) as subparagraph (7) and adding a new subparagraph (6), to read as follows: 6. Scoreboard serving baseball fields existing on December 2, 1982, subject to the following restrictions: a. No more than one scoreboard shall be permitted. Each display surface of a scoreboard shall constitute a separate scoreboard and shall face the -playing field: b. The scoreboard, including the support structure, may be erected to a maximum height of twenty feet (20') above established grade. c. Maximum display area of the scoreboard shall not exceed four hundred (400) square feet. d. The scoreboard shall not contain advertising. • e: Scoreboards may be illuminated only when the ballfield is in use for competitive contests. The scoreboard may be illuminated only by an internal source. Illumination shall be restricted to the scoreboard display face area. f. A scoreboard shall be located a minimum of -three hundred seventy feet (370') from any street lot line. g. Notwithstanding any other provision of this ordinance, a scoreboard shall not be considered a special use and shall not be subject to the requirements of Section 6-6-5(B)7 or 6-6-5(C)2. 7. Construction of a structure or the expansion or addition to an existing structure is a special use, as set forth hereafter in Section 6-6-5(C)2, provided, however, that a permitted scoreboard shall not require a }. special use. • SECTION 3: That Section 6-6-5(B)5h be and hereby is further amended to.read as follows: h. Notwithstanding any other provision of this ordinance, a scoreboard shall not be considered a special use and shall not be subject to the requirements of Section 6-6-5(B)7 or 6-6-5(C)2. W -2- 2/8/83 2/22/83 3/1/83 SECTION 4: That Section 6-6-5(C)2 be and is further amended to read as follows: • 2. All new construction and additions.to existing structures may be allowed only as an approved special use, except for a permitted scoreboard. SECTION 5: All ordinances or parts of ordinances in conflict herewith are hereby repealed.. SECTION 6: This ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law.
