AN ORDINANCE
Amending Section 10-4-11 of the Evanston City
Code, 1979, as amended, Pertaining to Parking
for the Mobility Limited
WHEREAS, the City Council of the City of Evanston
recognizes that environmental impediments exist which create
harships in daily living activities for certain disabled
person; and
WHEREAS, the City Council believes that the City of
Evanston can contribute to improving the quality of life of
disabled persons by establishing certain reserved motor vehicle
parking areas for their convenience,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF I
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 10-4-11 of the City Code of
the City of Evanston, 1979, as amended, be further amended to
• read as follows:
10-4-11: PARKING FOR THE MOBILITY LIMITED AND
WHEELCHAIR -BOUND: Reserved parking spaces
may be created for certain physically handicapped persons:
(A) RESERVED PARKING ON MUNICIPAL PROPERTY OR PUBLIC WAY:
When a parking place has been designated as reserved
for the mobility limited or when signs are erected
giving notice thereof, it shall be unlawful for any
person to park a vehicle in such parking space which
vehicle does not display the designated license plate
of the disabled or disabled veteran or which does not
have posted upon such vehicle a permit issued by the
City allowing such vehicle to park in the aforesaid
designated spaces. Upon written application to the
City Manager indicating the name, address, nature of
physical handicap, and vehicular registration
information, and evidencing medical documentation of
nature, extent and duration of said handicap, the
City Manager shall, upon confirmation of said
application, issue to a mobility limited person a
permit which will enable said permittee to utilize
parking spaces designated for the mobility limited.
(B) RESERVED RESIDENTIAL WHEELCHAIR -BOUND MOTOR VEHICLE
PARKING SPACE PERMIT:
• 1. Wheelchair -bound city residents, except those
residents who own, rent or have regular use of i
private driveways, carports or garages which provide
convenient access to the dwelling of the

wheelchair -bound individual, may apply to the City
manager or his designee for a reserved residential
wheelchair -bound motor vehicle parking space permit.
Said permit may be issued only in areas zoned R-1
through R-7.
When a parking space has been designated as reserved
• j for the wheelchair -bound and signs are erected giving
' notice thereof, it shall be unlawful for any person
to park a vehicle in such parking space which does
not display the designated permit issued by the City
of Evanston allowing such a vehicle to park in the
aforesaid designated space. Only the City of
Evanston may issue a reserved residential
wheelchair -bound motor vehicle parking permit.
2. Reserved residential wheelchair -bound motor
vehicle parking space permit is subject to all
existing ordinances, including but not limited to,
Section 10-4-12: STREET CLEANING; and Section
10-4-13: SNOW EMERGENCY.
3. An application must be in writing and in the form
provided by the City. Said application shall contain
the following information:
a. Applicants name;
b. Applicants address;
C. Motor vehicle registration/license number;
d. Motor vehicle City sticker number;
e. Medical verification by a licensed physician
• that the applicant has been or will be confined
to a wheelchair for a period of six months or
longer.
f. Applicant's residence is located in an R-1
through R-7 zoning district.
g. Applicant does not own or have regular use of a
private driveway, carport or garage which
provides applicant convenient access to his or
her dwelling.
4. A permit shall be issued by Resolution of the
City Council and upon payment of the installation fee
as set forth herein.
5. The City Manager or his designee shall determine
the location for said reserved residential
wheelchair -bound motor vehicle space and cause signs
to be erected designating said space. A reserved
residential wheelchair -bound motor vehicle space
shall be located on the public street to provide the
wheelchair -bound individual convenient access to
his/her dwelling consistent with applicable
ordinances and standards insuring the safe and
continuous flow of motor vehicle traffic. The
determination of the City Traffic Engineer as to the
• location of the reserved residential wheelchair -bound
motor vehicle parking space shall be final.
6. The permit issued hereunder may be renewed on an

annual basis by reapplication in writing in the form
provided by the City as set forth in subparagraph 3.
7. The installation fee for such permit shall be
Thirty Dollars ($30.00). The fee for renewal of such
permit shall be Ten Dollars ($10.00). In the event a f
renewal permit.is not issued the signs erected i
hereunder shall be removed by the City.
SECTION 2: This ordinance shall be null and void and
of no effect on or after September 1, 1985 unless the City
Council, by majority, authorizes an extension hereof.
SECTION 3: All ordinances or parts of ordinances

in conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force
and effect from and after its passage,
I approval, and publication in the manner provided by law.
