AN ORDINANCE
Amending Section 2-9-6 of the Evanston
City Code Pertaining to Evanston Landmarks
WHEREAS, the City of Evanston is a home rule unit of
government pursuant to Section 6(a) of Article VII of the
Illinois Constitution; and
WHEREAS, the City of Evanston, in an exercise of its
home rule powers, did on January 2, 1975 adopt Ordinance
23-0-73 which established the Evanston Preservation commission;
and
WHEREAS, the identification and evaluation of
historic resources and elements of fine visual --.and physical
character within the city is a matter of local concern and
importance; and
WHEREAS, the conservation of such resources pertains
to the business and affairs of the City of Evanston; and
WHEREAS, the Evanston Preservation Commission has
been established by ordinance to identify and evaluate historic
resources within the City; and
WHEREAS, the Commission, as a result of a recent
study, has identified fifty-nine additional structures
deserving of landmark designation;
NOW, THEREFORE,.BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Section 2-9-6 is hereby amended to
read as follows:
2-9-6: DESIGNATION OF EVANSTON LANDMARKS: The
Commission shall review and evaluate potential
Evanston Landmark structures according to the following
criteria. In order to be designated an Evanston Landmark,
a structure must be at least twenty-five (25) years old
and must meet one or more of the following criteria:
• CRITERIA OF HISTORICAL/ARCHITECTURAL IMPORTANCE:
(A) Exemplify the cultural, political, economic or social
heritage of Evanston; or
(B) Be the site of an historic event twenty-five (25)
years in the past; or

forwarded to the appropriate City departments and
agencies.
SECTION 2: That the Evanston City Code, 1979, as
amended, be and hereby is further amended
by adding to Section 2-9-5, Schedule B, Paragraph (A),
"Evanston Landmarks", the following:

SECTION 3: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force
and effect from and after its passage,
approval, and publication in the manner provided by law.

(C) Be associated with a nationally, regionally or
locally prominent person or organization deceased
twenty-five (25) years.
(D) Exhibit a high quality of architectural design
without regard to the time built or historic
• ; associations; or
(E) Exemplify the work of a nationally or internationally
known architect, or major local architect or master
builder; or
(F) Exhibit a high quality of architectural design that
is the result of a change or a series of changes to
an original structure; or
(G) Exemplify an architectural style, construction
technique, or building type once common in the City;
or
(H) Exhibit an unusual, distinctive or eccentric design
or construction technique which contributes to the
architectural interest of its environs as an accent
or counterpoint.
(I) Selected for inclusion on the 1972 Illinois Historic
Structures Survey.-

(J) Selected for inclusion on the 1975 Illinois Historic
Landmarks Survey. Inventory of Historic Landmarks in
Cook County.
(K) In addition, certain places which have long provided
an established and familiar visual feature in
• Evanston by virtue of their unique location,
distinctive physical characteristics or historical
association, may be designated Evanston Landmarks.

When a person or event of national or international
signficiance, or which has an undeniably important place
in Evanston history becomes associated with a structure or
place which is in clear and present danger of radical
alteration or demolition, the twenty-five year limit may
be waived.
In making decisions about which sites qualify as Evanston
Landmarks, which do not, and which are eligible for
national recognition, the Preservation Commission shall
deal with: the age of structures; verifiable fact; events,
people and structures with associative value; integrity of
the site; and integrity of design.
The Commission shall periodically present to the City
Council recommendations for Evanston Landmark sites. The
City Council may approve or reject such sites either
individually or collectively.
Nominations of Evanston Landmarks may be made to the
Commission by individuals or by groups. The Commission
may recommend to the City Council that Evanston Landmarks
be removed from the list for inappropriate exterior
alterations or through demolition.
The Commission shall maintain a current list of Evanston
Landmark structures and shall see that this list is
