AN ORDINANCE
Amending Title 6 of the City Code by Amending
Section 6-4-1 and Adding a New Section .6-14
• j WHEREAS, the Evanston Zoning Amendment Committee
conducted public hearings on April 18, 1985, June 6, 1985, July
11, 1985 and August 1, 1985 on a proposed amendment to .
pertinent sections of the Zoning Ordinance, said public i
hearings having been conducted pursuant to notice and
publication thereof in the manner provided by law; and
WHEREAS, the Evanston Zoning Amendment Committee
submitted ZAC report ZAC 85-2 on the aforementioned zoning
amendments to the Planning and Development Committee; and
iWHEREAS, the Planning and Development Committee at
open meetings in 1985 and 1986 considered and reviewed ZAC
report 85-2 and the reference made by City Council to consider
amending the Zoning Ordinance by (1) creating a new
• recreational use zoning district, and (2) amending the zoning
map to apply to the newly created zoning district to the North
Shore Channel and adjacent channel banks owned by the
Metropolitan Sanitary District; and
WHEREAS, the Planning and Development Committee,
based upon the ZAC report 85-2 and the dissenting report
, attached thereto, consideration of existing conditions,
conservation of property values and the direction of building
development to the best advantage of the entire City,
recommends that the Evanston Zoning Ordinance be amended to
create the North Shore Channel Greenbelt District;
.ti NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Title 6 of the City Code

amended, be and hereby is further amended by adding a new
Subsection (E) to Section 6-4-1 to read as follows:

SECTION 6-14
NORTH SHORE CHANNEL GREENBELT DISTRICT
6-14-1: North Shore Channel Greenbelt District
(A) STATEMENT OF PURPOSE: The North Shore Channel
Greenbelt District is created to help preserve the
channel lands as a recreational and open space
resource for the City of Evanston. As is set forth
in the comprehensive General Plan, the purpose of
these regulations is to ensure that the North Shore
Channel Greenbelt be protected so that it may be
further developed to reach its full potential as an
open space resource and an attractive waterway. The
predominant land uses within this district are those
of an open space nature including: parks, an
arboretum, golf course and related structures. Few
nonrecreational uses and structures exist on the
Greenbelt.
(B) PERMITTED USES:
1. Golf Courses.
2. Botanical, flower and community gardens.
3. Public parks, playgrounds and recreational
centers and facilities.
4. Public environmental education centers.
5. Uses, buildings and structures accessory to
the above permitted uses.
(C) SPECIAL USES:
1. Schools -nursery, elementary and high.
2. Training centers for the developmentally
disabled.
(D) DISTRICT REQUIREMENTS: Specific district
requirements, other than use (such as, but not
limited to, maximum floor area ratio, maximum
building or structure heights, permitted yard
obstructions, parking, and minimum required yards)
for listed permitted uses and/or structures shall be
those established on a site plan to be approved by
the City Council, after consideration by the Planning
and Development Committee, provided that such
requirements are consistent'with the purpose of the
North Shore Channel Greenbelt District and provided
further that potential adverse impact on surrounding
properties -resulting from the establishment and
operation of the proposed use and/or structure is
minimized by design, architectural treatment,
screening, landscaping and/or placement on the site.

uses and/or structures shall be those established on
the site plan approved by the City Council as part of
the special use process.
SECTION 3: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force
and effect from and after its passage,
approval, and publication in the manner provided by law.
