AN ORDINANCE

of the Evanston City Code
Pertaining to Establishment

i� WHEREAS, the City Council of the City of Evanston finds that it is '

;essential to assure representation on the Evanston Housing .Commission of the
;interests of tenants; and
WHEREAS, the City Council of the City of Evanston also finds that f
Is representation should occur immediately without affecting the rights of
;current Commission members who are not. tenants to serve two terms if they so
i
,desire;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF EVANSTON,
:COOK COUNTY, ILLINOIS:

SECTION 1: That Section 5-6-2 of the City Code of the City of
i
1 Evanston, 1979, as amended, pertaining to the
i
lEstablishment of the Evanston Housing Commission, be and hereby is further
aamended as follows:
5-6-2: ESTABLISHMENT OF COMMISSION: There is hereby created the Evanston
Housing Commission ("Commission"). Except as provided in
Subsection 5-6-2(D) below, the Commission shall consist of ten (10) members
appointed by the Mayor with the advice and consent of the City Council. The
Mayor shall initially designate one member as Chairman, for the first term.
The members shall be appointed for three (3) year terms; provided, however,
that three (3) of these appointments shall be for an initial term of one year,
four (4) appointments for an initial term of two (2) years, and three (3)
appointments for an initial term of three (3) years. Members of the
Commission may serve for not more than two (2) full terms. The appointments
shall further conform to the following requirements:
(A) In making appointments to the Commission, the Mayor
shall consider knowledge and familiarity with local
I housing needs and problems, the different housing
populations in Evanston, practical experience in
Evanston and elsewhere in the area of housing, and
practical experience in dealing with the sources of
assistance for housing -related matters.
I(B) Members of the Commission shall be residents of the City.
(C) There shall be a member each from the Planning and
Development Committee and the Human Services Committee
of the City Council.
(D) The Commission shall include at least three (3) tenant
members and at least one owner of residential property
which property said owner shall make available for
rental to a tenant, except that the Commission membership
shall be increased to thirteen (13) members by the
immediate appointment of three (3) tenant members in order
to protect the opportunity of the current membership to
serve two terms and to simultaneously allow for the
I inclusion of three (3) tenant members. For the purposes
of this Ordinance a tenant is hereby defined as persons .
who rent premises for their residence in Evanston at the

As non -tenant members leave the Commission, their positions
will not be filled until the Commission is reduced to ten
(10) members composed of a minimum of three (3) tenant
members. During the period when Commission membership
exceeds eleven, seven (7) members shall constitute a quorum.
SECTION 2: All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force and effect from
and after its passage, approval and
publication in the manner provided by law.
