HomeMy WebLinkAboutORDINANCES-1987-104-O-87�i'•�?4�»�.`�"wc'.�r r•�+�K .a�; �, +:.C� 1$S{� �'S^; *t�" i'Ah. • . <<', � a 10/7/87 104-0-87 AN ORDINANCE Amending Title 5, Chapter 6 of the Evanston City Code • BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That Section 5-6-2 of the City Code of the City of Evanston, 1979, as i' amended, be and it is hereby further amended to read as j'follows: (i 5-6-2: ESTABLISHMENT OF BOARD: There is hereby !� created the Evanston Housing Commission i ("Commission"), said Commission to consist of twelve (12) members appointed by the Mayor with the advice and consent of the City Council. The Mayor shall initially designate j one member as chairman, for the first term. The members shall be appointed for three (3) year terms; provided, however, that three (3) of these appointments shall be for an initial term of one year, four (4) appointments for an initial term of two (2) years, and three (3) appointments j: for an initial term of three (3) years. In making such i appointments, the Mayor shall consider knowledge and H familiarity with local housing needs and problems, the �i different housing populations in Evanston, practical j; experience in Evanston and elsewhere in the area of housing, practical experience in dealing with the sources j !i of assistance for housing -related matters. Members of the • " Commission shall be residents of the City and may serve for not more than two (2) full terms. There shall be a i member each from Planning and Development Committee and i Human Services Committee of the City Council. There shall also be three (3) members who are residing in rental units; except that, in order to protect the opportunity of the Commission's current membership to serve two (2) j terms, the Mayor shall have five (5) years from the i� enactment of this Chapter to complete the appointments of three (3) tenant members. If a vacancy occurs, it shall it be filled for the remaining portion of the vacant term by appointment by the Mayor, with the advice and consent of the City Council. � I SECTION 2: That Section 5-6-3 of the City Code li of the City of Evanston-, 1979, as ilamended, be and it is further amended to read as follows: 5-6-3: ORGANIZATION: Immediately upon its organi- zation, the Commission shall select from its membership a vice-chairman and secretary, and in subsequent years a chairman. Persons so selected shall serve for terms of one year and may be re-elected. The Commission shall adopt rules for the conduct of its • meetings and keep written minutes. All meetings., minutes and other procedures shall be open to the public as ' required by the State. The Commission shall meet at the call of the chairman and at such other times as may be provided by its rules. Seven (7) members shall constitute a quorum. No meetings shall, be conducted and no actions j i i • • 104-0-67 shall be taken without a quorum present, except as provided in Section 5-6-4. The Commission shall have the right to establish subcommittees and provide for their operation. The members of the Commission shall serve without compensation. SECTION 3: All ordinances or parts of ordinances in conflict herewith are hereby repealed.
