AN ORDINANCE
Granting a Variation and Special Use
at 2020 Greenwood Street
0 WHEREAS, the Evanston Zoning Board of Appeals

conducted a public hearing on July 21, 1987 upon the
application of E. N. Scully & Sons for a variation from the
rear yard regulations of the Zoning Ordinance to permit
construction of an addition and special use to permit said
addition to be used for plastics manufacturing and warehousing
and a special use to.permit construction of three accessory raw
material storage silos 45 feet or less in height, all on
property located at 2020 Greenwood Street, Evanston, Illinois,
in an M3 Restricted Manufacturing District; said hearing having
been conducted pursuant to notice and publication thereof in
the manner prescribed by law; and
WHEREAS, the Zoning Board of Appeals has recommended
that the application for said variation and special uses be
granted,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the application of E. N. Scully &
j Sons for a variation from the rear yard regulations of the
Zoning Ordinance to permit construction of an addition and
special use to permit said addition to be used for plastics
manufacturing and warehousing and a special use to permit
construction of three accessory raw material storage silos 45
feet or less in height, on property located at 2020 Greenwood
Street, Evanston, Illinois, and legally described as follows:
Parcel 1: That part of the South Half of the Southeast
Quarter of the Southwest Quarter (except the North 71 1/2
feet thereof and except the South 33 feet thereof reserved
for street) in Section 13, Township 41 North, Range 13,
East of the Third Principal Meridian (lying Westerly of
the tight of way of the Junction Railway Company)
described as follows: commencing on the South line of
Greenwood Street (as the same is occupied) at a point 433

` feet East of the center line of Hartrey Avenue; Thence
l North 900 East on the South line of Greenwood Street
503.61 feet to the Westerly right of way line of the
Junction Railway Company; Thence South 24' 18 1/2' West
along the Westerly right of way line of said Junction
Railway Company, 237.90 feet to the center of a switch
track; Thence Southwesterly along the center of the switch
track (having a radius of 319.60 feet and convex to -the
• Southeast) a distance of 200 feet, more or less, to a
point, said point being South 72' 16 1/2' West 197.07 feet
when measured on the long chord of the switch track curve;
Thence South 870 52 1/2' West along the center. line of the
switch track, 229.56 feet, more or less, to a point in a
line 433 feet East of and parallel with the center line of
Hartrey Avenue; Thence North 20 16' East 285.54 feet to
the place of beginning,

That part of the South Half of the Southeast Quarter of
the Southwest Quarter (except the North 71.50 feet
thereof) and (except the South 33 feet thereof reserved
for street) in Section 13, Township 41 North, Range 13,
East of the Third Principal Meridian, lying West of the
right of way of the Junction Railway Company described as
follows: commencing on the South line of Greenwood Street
at a point 423 feet East of the center line of Hartrey
Avenue; Thence East along the South line of Greenwood
Street 10 feet; Thence South 260 feet on a line 433 feet
East of and parallel to the center line of Hartrey Avenue;
Thence West 10 feet on a line 260 feet South of and
parallel to the South line of Greenwood Street; Thence
North 260 feet to the place of beginning,
ALSO
That part of the Southeast Quarter of the Southwest
Quarter of Section 13, Township 41 North, Range 13, East
of the Third Principal Meridian, falling within the
property conveyed by.Samuel B. Chase to Junction Railway
Company (now the Chicago and Northwestern Transportation
Company) by instrument recorded April 3, 1890 as document
1244539 (book 2814, page 576) bounded and described as
follows: beginning at a point on the South, line of
Greenwood Street, distant 100 feet Northwesterly, measured
at right angles, from the center line between the two main
tracks of the Junction Railway Company (now the Chicago
and Northwestern Transportation Company) as said center
line was originally located and established; Thence
Southwesterly parallel with said original center line
between main tracks a distance of 230 feet; Thence
Easterly parallel with the South line of said Greenwood
Street, a distance of 90 feet, more or less, to a point
distant 25 feet Northwesterly, measured at right angles,
from the center line of the remaining (former East bound)
main track of the Chicago and Northwestern Transportation
Company, as said main track is now located; Thence
Northeasterly parallel with said last described main track
center line a distance of 230 feet, more or less, to a
point on the South line of said Greenwood Street; Thence
Westerly along said South line of Greenwood Street, a
distance of 90 feet, more or less, to the point of
beginning, in Cook County, Illinois.
Except from the above described that part thereof
described as follows: commencing at a point 433 feet East
of the center line of Hartrey Avenue and 263 feet 1/2 inch

South of the South line of Greenwood Street;.Thence East
110 feet along a line 22.50 feet North of and parallel to
the center line of switch track; Thence South 22.50 feet
to the center line of said switch track; Thence West 110
feet along the center line of said switch track; Thence
North 22.50 feet on a line 433 feet East of and parallel
to the center of Hartrey Avenue to the place of beginning.
Parcel 2: That part of the South Half of. the Southeast
Quarter of the Southwest Quarter of Section 13, Township
41 North, Range 13, East of the Third Principal Meridian,
described as follows: beginning at a point 433 feet East
of the center line of Hartrey Avenue and 263 feet 1/2 inch
South of the South line of Greenwood Street; Thence East
110 feet along a line 22.50 feet North of and parallel to
the center line of a switch track; Thence South 22.50 feet
to the center line of said switch track; Thence West 110
1 feet along the center line of said switch track; Thence
North on a line 433 feet East of and parallel to the
center of Hartrey Avenue to the point of beginning, in
Cook County, Illinois.
Parcel 3: That part of the Southeast Quarter of the
Southwest Quarter of Section 13, Township 41 North, Range
13, East of the Third Principal Meridian, described as
follows: commencing at a point on the South line of
Greenwood Street, distant 100 feet Northwesterly, measured
at right angles, from the center line between the two main
tracks of the Junction Railway Company (now the Chicago
and Northwestern Transportation Company) as said center
line was originally located and established; Thence
Southwesterly along a line hereinafter referred to as line
"A" and being parallel with said original center line
between main tracks a distance of 230 feet to the point of
beginning; Thence continue Southwesterly along Line "A"
aforesaid 7.93 feet to the center of a switch track;
• Thence Southwesterly along the center of the Switch track
(having a radius of 319.60 feet and being convex to the
Southeast) a distance of 197.45 feet; Thence East
parallel with the South line of Greenwood Street 209.52
feet; Thence North 000 00' 00" East 67.03 feet; Thence
West parallel with the South line of Greenwood Street
21.36 feet to the point of beginning, in Cook County,
Illinois
be granted, subject to compliance with all other provisions of
the Zoning Ordinance, other applicable laws and the following
conditions:
1. The proposed construction shall be in substantial
conformance with the plans presented at the hearing
which were identified as exhibit #5 and exhibit #7,
except that the silos may be in conformance with the
maximum 45 foot height limitation rather that the 40
feet depicted on said exhibit #7;
2. Open storage of materials and equipment used in
conjunction with the conduct of the business on the

premises shall be prohibited;

3. the special use herein granted shall be limited to
• E.N. Scully and Sons and to its directly controlled
affiliates, Lustro Company and Lustro Plastics
Company;

4. Adequate safeguards shall be taken to eliminate any
obnoxious odors; and
5. a covenant of agreement to the above terms and
conditions shall be prepared by the applicant for
review by the City Law Department, and upon approval
shall be executed and recorded by the applicant with
a copy of said recorded covenant furnished to the
City Law Department and the Department of Building
and Zoning.
SECTION 2: The Director of Building and
Zoning is hereby directed to issue such
permits pursuant to the terms of this ordinance.
SECTION 3: All ordinances or parts.of ordinances
in conflict herewith are hereby repealed.
SECTION 4: This ordinance shall be in full force
and effect from and after its passage,
approval, and publication in the manner provided by law.
