The Chair then explained the Special Assessment process and reported to those • present that the City Council had mandated that all unpaved streets be paved in 1979 and, at that time, there were approximately'14.5 miles of unpaved streets. He further explained the cost sharing process in assessing the property owners for the paving of the streets. He also informed them of the five-year plan to pave the remaining four miles of unpaved streets that currently exist. The Chair also explained the method of collection for the assessment using a $10,000 assessment as an example explaining that the principle would be divided into ten equal parts for annual installments of $1,000 with 7% simple interest charged on the unpaid balance. He explained the ability of the property owners to pay a portion, or all, of their assessment within a sixty-day period after the court orders collection on the assessment, without interest charges. The Chair then turned the meeting over to the Engineer for the Board who covered the two estimates... one for paving the street with asphalt and the estimate for the alternate for paving the street with concrete.
