AN ORDINANCE I
i
Granting a Planned Development at 1100 Forest Avenue
• WHEREAS, the Evanston Zoning Board of Appeals
conducted a public hearing on February 3, 1987 upon the
application of the Wilson Estate Associates, an Illinois
limited .partnership, as beneficiary under the Midtown Bank and
Trust Company of Chicago, Trust 1422, for a planned development
to permit a development consisting of nine lots of record and
nine dwelling units, at 1100 Forest Avenue; said hearing having
been conducted pursuant to notice and publication thereof in
the manner prescribed by law; and
WHEREAS, the Zoning Board of Appeals has recommended
that the application for said planned development be granted,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF I
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
• SECTION 1: That the application of The Wilson
Estate Associates, an Illinois limited
partnership, as beneficiary under the Midtown Bank and Trust
Company of Chicago, Trust 1422, for a planned development to
permit a.development consisting of nine lots of record and nine
dwelling units in accordance with the plans and specifications
submitted at the hearing on February 3, 1987, for the property I
at 1100 Forest Avenue, Evanston, Illinois, and legally
described as follows:
PARCEL 1: Lots 8, 9, 10, 11, 12, 13, 14 and 15 (except
the N. 20 ft. of said Lot 15 conveyed to the City of

Evanston for use as an alley by deed dated April 28, 1894 i
and recorded June 26, 1894 in Book 4532 on page 203 as
Document No. 206 5497) in Block 79 of Northwestern
University Subdivision, of that part of the N. 1/2 of the
N. 1/2 of Section 19, Township 41 North, Range 14 East of
the 3rd Principal Meridian lying East of Chicago Ave,
except 15 1/2 acres in the NE corner thereof;
• also
PARCEL 2: That part of the aforesaid block 79 described
as follows: Beginning at.a point on the W. line of Lot 8,

20 feet S. from the NW. corner of said Lot 8; running
thence S. on the W. lines of Lots 8, 9, 10 and 11, 185 1/2
feet to the SW. corner of Lot 11; thence W. in a direct
line to the SE. corner of Lot 12; thence N. on the E.
lines of Lots 12, 13, 14 and 15 185 1/2 feet; thence E. in
• a direct line to the place of beginning; said tract
comprising the S. 185 1/2 feet of the alley formerly
running S. through said Block 79, in Cook County,
Illinois.
is granted, subject to compliance with all other provisions of
the Zoning Ordinance, other applicable laws and the following
conditions:
1. Development of the site shall conform with the
provisions shown on the plans and specifications
identified as exhibits 1 through 10 at the hearing,
except that minor changes from said plans and
specifications shall be allowed provided that such
changes are approved by the City Manager only after
consultation with the Preservation Commission or its
designated subcommittee.
2. Easements shall be provided to insure access for
vehicles, pedestrians and utilities to each building
on the site in a form suitable to the City Law and
Engineering Departments; i
3. The buildings on proposed lots 6 through 9 shall be
maintained in conformance with the testimony
presented at the hearing and the Secretary of the
Interior's Standards for Rehabilitation, a copy of
which is enclosed in the Wilson Estates Feasibility
Study.
4. The property owner shall execute perpetual covenants
enforceable by the City and/or by the owners of any
of the lots within the development to ensure (a) the
continued maintenance of the buildings located on
proposed lots 6 through 9; (b) the continued
maintenance of landscaping, open space and the
perimeter fence in conformance with the plans and
specifications identified at the hearing as exhibits
1 through 10; (c) prohibiting the construction of
fences or other structures not shown on exhibits 1
through 10, and (e) limiting of non -masonry trim to a
uniform color scheme;
SECTION 2: The Director of Building and Zoning
is hereby directed to issue such permits
pursuant to the terms of this ordinance.
SECTION 3: All ordinances or parts of ordinances

in conflict herewith are hereby repealed. '
• SECTION 4: This ordinance shall be in full force

and effect from and after its passage, approval, and publication
in the manner provided by law.
