�I AN ORDINANCE
I Granting a Special Use at 715 Howard Street

WHEREAS, the Evanston Zoning Board of Appeals
conducted a public hearing on November 17, 1987 upon the
application of the First Illinois Bank of Evanston.as trustee,
Ii under Trust R-3043, Roslyn E. Rudes and Nancy Starkman,
beneficiaries, and Allan F. Frank, prospective tenant, for a
special use to permit establishment of an animal hospital at
715 Howard Street, property located in a C2 Commercial
District; said public hearing having been conducted pursuant•to
notice and publication thereof in the manner prescribed by law;

and
WHEREAS, the Zoning Board of Appeals has recommended

that the application for said variation and special use be
granted,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF

THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
. SECTION 1: That, based upon the evidence and
j testimony presented at the hearing, and
11 upon deliberations and findings of fact contained in the
j' transcript of the Zoning Board of Appeals Case No. 87-28-SU(R),
i
i' the application of the First Illinois Bank of Evanston as

i trustee, under Trust R-3043, Roslyn E. Rudes and Nancy
Starkman, beneficiaries, and Allan F. Frank, prospective
i� tenant, for a special use to permit establishment of an animal
hospital at 715 Howard Street, property located in a C2

Commercial District and -legally described as follows:
it
i Lots 34 and 35 in Block 8 in the Brummel & Case Howard
Terminal Addition in the Northwest 1/4 of Section 30,
I! Township 41 North,.Range 14 East of the Third Principal
i� Meridian, in Cook County, Illinois
j is granted, subject to compliance with all other provisions of

the Zoning Ordinance, other applicable laws and the following
conditions:

1.
No animal shall be kept or exercised outside of the
ji
building and no outdoor kennels or runs shall be
installed;

2.
The practice of the animal hospital shall be
conducted in conformance with the standards of the

American Animal Hospital Association, with respect to
�i
record keeping, medical procedures, and the disposal

of animal remains;

3.
The two (2) concrete obstructions at the rear. of the
�i
building shall be removed from the premises;
I 4.
The rear windows of the animal hospital shallremain
closed at all times;
5.
The rear door from the animal hospital shall remain
1!
closed except for ingress and egress to the animal
hospital;
6. Operation of said animal hospital shall not include
the boarding of any animals except for those animals
that are kept overnight when hospitalization is
required for the health of the animal.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval, and publication in the manner provided by law.
