HomeMy WebLinkAboutORDINANCES-1989-081-O-896-28-89 7-13-89 AN ORDINANCE Granting a Variation and a Special Hospital Use Permit at 355 Ridge Avenue WHEREAS, the Evanston Zoning Board of Appeals conducted • ja public hearing on May 3, 1989 and May 24, 1989, upon the • application of The Sisters of Saint Francis Health Services, ;Inc., a not -for -profit corporation d/b/a St. Francis Hospital, Ifor variation from the building height and gross lot coverage I requirements of the Zoning Ordinance, and for a special hospital use to permit construction of a six -story ancillary building to be used by the medical and dental staff of St. i Francis -Hospital, and a two-story addition to the parking structure on the property located at 355 Ridge Avenue, Evanston, Illinois, located in an R6 General Residence District; said public hearing having been conducted pursuant to notice and publication thereof in the manner prescribed by law; and WHEREAS, the Zoning Board of Appeals has recommended that the application for said variation and special use be granted; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: bw SECTION 1: That, based upon the evidence and testimony presented at the hearing, and upon deliberations and findings of fact contained in the transcript of the Zoning Board of Appeals Case No. 89-10-V&SU(R) the application of The Sisters of Saint Francis Health Services, Inc., a not -for -profit corporation d/b/a St. Francis Hospital, for variation from the building height and gross lot coverage requirements of the Zoning Ordinance, and for a special hospital use to permit construction of a six -story ancillary building to be used by the medical and dental staff of St. Francis Hospital, and a two-story addition to the parking structure on the property located at 355 Ridge Avenue, Evanston Illinois and legally described as follows: 1 81-0-89 Lot 2, except the East 669.00 feet thereof, all of Lot 3 and that part of Lot 5 lying North of a line 1462.61 feet North of and parallel with the South line of the N.W. of Section 30, Township 41 North, Range 14 East of the Third Principal Meridian, in County Clerk's Division of unsubdivided lands in the N.W. of Section 30, Township 41 North, Range 14 East of the Third Principal Meridian, (excepting the Westerly 33.00 feet of said Lots taken for Ridge Avenue) • (A) The West 60.00 feet of the East 669.00 feet of Lot 2, aforesaid. (B) Lot 2 to 9, both inclusive in Block 3 in Valeria M. Williams Addition to Evanston, being a subdivision in the N.W. of Section 30 Township 41 North, Range 14 East of the Third Principal Meridian. (C) The West 258 Ft. of the East 609 Ft. of said Lot 2, in said County Clerk's Division. (D) The vacated 8 foot Public alley lying West of and adjoining said lots 2 thru 9 in said Block 3; Also, that part of vacated Lot 1 in said Block 3, lying South of the said South line of Lot 2 in County Clerks Division and East of the East line of said Lots 3 and 5 in said County Clerks Division, (containing 26,606 sq. ft. (B) and (D)) . (E) All of vacated Elmwood Avenue as per Doc. No. 2684747 Rec. 11-3-1983. The Property at 411-15 Sherman Avenue is legally described as: Lots 28, 29, and 30 in East Ridge addition to Evanston being a Subdivision of the East 298 Ft. of the South 756 chains of • the North 14.63 chains of the Northwest of Section 30, Township 41 North, Range 14 East of the Third Principal Meridian in Cook County, Illinois. The property at 801-35 Austin Street is legally described as: ow Lots 10 to 18, both inclusive, (except that part of said Lots taken for widening of Austin Avenue), in Block 5 in Merrill Ladd';; Addition to Evanston in Section 30, Township 41 North, Range 14 East of the Third Principal Meridian in Cook County, Illinois. is granted, subject to compliance with all other provisions of the Zoning Ordinance, other applicable laws and the following conditions: 1. The Hospital shall record a covenant of agreement providing that the new ancillary Medical and Dental Staff Building, which is the subject of the Special Hospital Use and Variation application, and all off-street parking spaces required to serve said proposed building, shall be treated as taxable property under the applicable provisions of the Illinois Revenue Act; • 2. The applicant shall adopt and enforce rules and procedures to ensure that none of the applicant's staff, employees, tenants, and contractors of its tenants park their motor vehicles on the public streets during the time they are working or are present on the St. Francis 2 • • • Hospital campus; 3. The applicant shall provide, without charge, temporary off -site parking spaces, with free shuttle service to and from the hospital campus, in sufficient numbers to, at all times, provide the total off-street parking required by the Zoning Ordinance to serve the St. Francis Hospital -- campus, and the applicant shall also provide a parking plan, including enforceable commitments from the owners of property where said temporary parking is to be located, prior to the issuance of any building permits for the proposed construction; 4. The proposed facilities shall be constructed and operated in substantial conformity with the application and testimony presented by the applicant; 5. The lighting system to be installed in conjunction with the addition to the parking structure shall be installed and maintained in a manner that will prevent the lights from shining outside of the parking structure to the extent feasible; 6. Landscaping shall be installed on the site, and the plan for said landscaping shall be subject to review and approval by the Site Plan Review Committee, prior to issuance of any building permits for the proposed construction; 7. The proposed professional building shall be restricted to medical uses affiliated with St. Francis Hospital; and 8. No occupancy permit shall be issued for use of the proposed professional building until an occupancy permit has been issued for the addition to the parking structure. SECTION 2: All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3: This ordinance shall be in full force AW and effect from and after its passage, approval and publication in the manner provided by law.
