AN ORDINANCE
Amending the City Code, Title 9, Chapter 3
"Auxiliary Police"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
• EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: Chapter 3 of Title 9 of the
Evanston Municipal Code relating to
Auxiliary Police be and it is hereby amended to read as
follows:
li 9-3-1: AUXILIARY POLICE OFFICER -DESIGNATED: All
! persons appointed to be members of a campus police
�j department pursuant to the provisions of subsection 1951
!
of Chapter 144 of the Illinois Revised Statutes as
amended shall be designated as auxiliary police
iofficers. Such persons shall exercise the jurisdiction
provided herein only over college or university property
for the protection of students, employees, visitors and
their property and the property of a college or
j� university. Such person shall have no authority to
serve civil process. Such persons shall meet the
it requirements for appointment provided in said
II subsection 1951.
9-3-2: LIMITATION OF AUTHORITY: All auxiliary police
i officers appointed pursuant to the provisions of this
chapter shall have the powers of municipal police
• officers within the territorial jurisdiction set forth
!� above except that the City of Evanston Police
Department shall have exclusive jurisdiction for the
j following crimes and attempts, to wit; a) deaths b)
j rapes and sexual assaults c) arson d) firearms crimes e)
child sexual and physical abuse f) armed robberies g)
II kidnap and other major federal offenses.
In the processing of such enumerated offenses, the
Evanston Police Department may call upon said auxiliary
police officers of such assistance as the Chief of
II Police of the City of Evanston shall deem necessary.

9-3-3: FIREARMS: Auxiliary police officers shall
carry firearms only with the permission of the Chief of
Police of the City of Evanston Police Department and in
the performance of their duties and nothing herein
contained shall be construed to allow such auxiliary
li police officers authority to exercise any police
functions off the campus or property of the college or
ji university.
9-3-4: CITY NOT LIABLE: In the event that any
auxiliary police officer is performing duties pursuant
to the provisions of this chapter on behalf of
Northwestern University or any other college or
university. Said college or university shall indemnify
and hold harmless the City from all claims for damages
against the City arising out of the performance of those
duties. Northwestern University shall annually provide
the City Manager with a certificate of insurance
evidencing liability coverage in the amount of Three
Hundred Thousand Dollars ($300,000.00) extending

activities by auxiliary police officers and naming the
City as additional insured.
SECTION 2: This ordinance is adopted by the City
of Evanston in the exercise of its home
rule powers pursuant to the provisions of Article 7, Subsection
• 6 of the Illinois Constitution of 1970 and the authority vested
in the City by virtue of said constitution.

SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by law.
