AN ORDINANCE
Granting a Variation
at 2962-66 Central Street
• WHEREAS, the Evanston Zoning Board of Appeals
conducted a public hearing on May 2, 1990, July 10, 1990, August
71 1990, August 21, 1990 and September 4, 1990, upon the
application by the Mobil Oil Corporation for variations from the
accessory structure height and non -conforming building structure
and use regulations of the Zoning Ordinance to permit
construction of two canopies, installation of new gas pumps,
expansion of the size of two existing pump islands, installation
of a new pump island and construction of a storage shed and
trash enclosure on the property located at 2962-66 Central
Street, Evanston, Illinois, located in an B1 Business District;
said public hearings having been conducted pursuant to notice
and publication thereof in the manner prescribed by law; and
• WHEREAS, the Zoning Board of Appeals by a vote of
three ayes and two nays, was unable to make a recommendation to
the City Council, as one Zoning Board of Appeals member was
appointed after the hearing commenced and there remains one
vacancy on the board; and
WHEREAS, the Planning and Development Committee has
recommended that the application for said variation be granted;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That, based upon the evidence and
testimony presented at the hearings, upon
deliberations and findings of fact contained in the transcript
of the Zoning Board of Appeals Case No. 90-8-V(R), and based
upon record and findings by the Planning and Development
• Committee, the application by the Mobil Oil Corporation for
variations from the accessory structure height and non-
conforming building structure and use regulations of the Zoning
Ordinance to permit construction of two canopies, installation

of new gas pumps, expansion of the size of two existing pump
islands, installation of a new pump island and construction of a
storage shed and trash enclosure on the property located at
• 2962-66 Central Street, Evanston, Illinois, and legally
described as follows:
LOTS 8, 9 AND 10 IN BLOCK 2 IN ARTHUR T. MC INTOSH'S
CENTRALWOOD ADDITION TO EVANSTON, A SUBDIVISION OF
PART OF FRACTIONAL SECTION 11, TOWNSHIP 41 NORTH,
RANGE 13, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN
COOK COUNTY, ILLINOIS.
is granted, subject to compliance with all other provisions of
the Zoning Ordinance, other applicable laws and the following
conditions:
1. The gasoline pumping facilities shall be
limited to a configuration that will allow
no more than eight motor vehicles to be
served at any one time and said pumping
facilities west of the building and adjacent
to Central Park Avenue shall be further
limited to a configuration that will permit
no more than four motor vehicles to be
served at any one time;
2. The service station and associated pumps and
• all station business shall be closed between
the hours of 12:00 midnight to 6:00 A.M.
daily;
3. Signage on the premises shall comply with
the limits set forth in the variations
granted by the Planning and Development
Committee sitting as the Sign Review and
Appeals board on March 9, 1987;
4. The Mobil Oil Corporation, it's successors
and assignees, shall exercise its best
efforts to limit deliveries to the premises
between the hours of 6:00 A.M. to 12:00
midnight daily;
5. Planting adjacent to the alley and within 15
feet of the public sidewalk shall be limited
to a maximum height of 3 feet;
6. All lighting shall be installed and
thereafter maintained in conformance with
the plans to be placed on file, provided
that no lighting shall be installed or
maintained that will shine directly on
adjacent property;
• 7. Motor vehicles of employees of the business
and vehicles left by owners with employees
for servicing shall not be parked on the
street or sidewalks by service station
employees and the petitioner shall undertake
to locate adequate off-street parking for
such vehicles;

8. The proposed construction and use of the
premises shall be in substantial compliance
with the plans to be placed on file in
connection with this case including
landscaping on the alley side of the
property;
• 9. Petitioner and successors shall join any
petition initiated by others to pave the
adjacent alley.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by law.
