AN ORDINANCE
Granting a Planned Development to Permit
Demolition and Redevelopment at 826 Ridge and
Conversion and Development of the Property at
• 1107 Washington Street
WHEREAS, the Evanston Zoning Board of Appeals (ZBA)
conducted a public hearing on March 7, 1990 and April 4, 1990,
upon the application of The Children's Home and Aid Society of
Illinois, for a planned development to permit demolition and
redevelopment of the child care institution facilities at 826
Ridge Avenue and conversion and development of the property at
1107 Washington Street for child care institution use on
property located in an R6 Residence District and an R3 Two-
family Residence District; said public hearing having been
conducted pursuant to notice and publication thereof in the
manner prescribed by law; and
WHEREAS, the Zoning Board of Appeals has recommended
that the application for said planned development to permit
• demolition and redevelopment and conversion and development be
granted;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That, based upon the evidence and
testimony presented at the hearing, and
upon deliberations and findings of fact contained in the
transcript of the Zoning Board of Appeals Case No. 89-49-PD(R),
the application of The Children's Home and Aid Society of
Illinois, for a planned development to permit demolition and
redevelopment of the child care institution facilities at 826
Ridge Avenue and conversion and development of the property at
1107 Washington Street for child care institution use on
• property located in an R6 Residence District and an R3 Two-
family Residence District and legally described as follows:
LOTS 1, 2, 3 AND 4 IN BLOCK 1 IN GEORGE N. HUNTOON'S
ADDITION TO EVANSTON, BEING A SUBDIVISION OF THAT PART
OF THE SOUTH 25 RODS OF THE NORTH HALF OF THE NORTHWEST
QUARTER OF THE SOUTHWEST QUARTER OF SECTION 19, TOWNSHIP

41 NORTH, RANGE 14, EAST OF THE THIRD PRINCIPAL
MERIDIAN, LYING WEST OF THE CENTER LINE OF RIDGE ROAD,
AND THE SOUTH 4 FT. OF LOT 2 AND ALL OF LOTS 3 AND 4 IN
THE RESUBDIVISION OF BLOCK 5 IN PITNER AND SON'S
ADDITION TO SOUTH EVANSTON, A SUBDIVISION OF PART OF THE
NORTHWEST QUARTER AND PART OF THE SOUTHWEST QUARTER OF
SECTION 19, TOWNSHIP 41 NORTH, RANGE 14, EAST OF THE
• THIRD PRINCIPAL MERIDIAN, ALL IN COOK COUNTY, ILLINOIS.
is granted, subject to compliance with all other provisions of
the Zoning Ordinance, other applicable laws and the following
conditions:
1. During construction, all construction vehicles
shall enter and exit the property from Washington
Street;
2. Garbacle and trash receptacles serving the premises
shall be kept in an enclosed building in the area
depicted on the plans submitted at the hearing as
"trash area," or in the area west of the area
depicted as a laundry at the northwest corner of
the proposed building;
3. The Public alley adjacent to the subject property
shall be paved in conformance with City standards,
at applicant's expense, and said paving shall
include that portion of the alley located on the
main street right-of-way;
4. Approval of the subject planned development shall
be contingent on the City's agreeing to vacate the
public alley, as depicted on the plans that have
• been filed in connection with this case and,"said
vacation shall occur prior to the issuance of any
permits for construction on the premises;
5. Stormwater detention shall be provided on the
premises in accordance with the policies of the
City Department of Public Works;
6. The building presently located at 1107 Washington
Street shall be demolished upon completion of the
buildings depicted on the exhibit labeled "site
plan/ground floor plan, or within 5 years after
the issuance of building permits for the first of
those buildings, whichever first occurs;
7. Within a reasonable time, after demolition of the
building at 1107 Washington Street, an additional
seven parking spaces shall be provided on the site
in conformance with all of the applicable City and
state regulations;
8. The subject property shall be consolidated into
one lot of record prior to the issuance of any
building permits for the project;
9. From the date is issuance of a building permit for
the first stage of construction, said development
• shall be completed within a 5 year period and the
development stages shall be as follows: first
stage, construction of dormitory facilities on the
east side of the property and the construction of
food service facilities on the north side of the
property; second stage, demolition of residential
and administrative buildings on south and east
sides of the property and construction of new

educational and administrative facilities on the
south and east sides of the property; third stage,
demolition of the classroom buildings on the
northwest corner and construction of the new
dormitory facilities on the northwest corner;
• 10. The exterior building materials shall consist of
face brick and stucco panel accents with wood
windows and limestone sills, and trim, fiberglass
shingle roofs and copper gutters and downspouts,
except that the bicycle shed shall be of split
faced concrete block with a fiberglass shingled
roof; and
11. The applicant shall have a copy of the adoptive
Ordinance authorizing this proposal recorded by
the County Recorder of Deeds, and a copy of said
recorded adoptive Ordinance shall be provided to
the City Law Department and the Department of
Building and Zoning, prior to issuance of any
building permits for the project.
SECTION 2: All ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION 3: This ordinance shall be in full force
and effect from and after its passage,
approval and publication in the manner provided by -law.
