HomeMy WebLinkAboutORDINANCES-1990-041-O-90Revised 4/24/90 Revised 5/7/90 41-0-90 AN ORDINANCE • Amending Chapter Title 7, Chapter 12, Section 14 of the City Code to Add Certain Provisions Relating to Water Conservation I WHEREAS, the Illinois Department of Transportation has determined that all users of Lake Michigan water must limit their use of this natural resource; and WHEREAS, pursuant to this determination the ;Illinois Department of Transportation has issued an order specifying that all governmental bodies must take steps to i ,conserve water, these steps include the adoption of ordinances which restrict nonessential outside water uses to prevent excessive and wasteful use. ;I • ;i NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL 1 ii OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: i SECTION 1: That existing Section 7_12-14 of the Ii City Code of the City of Evanston be t I I� i and it is hereby amended to read as follows: 117--12-14: WATER CONSERVATION MEASURES i it Ij 7-12-14-1: WASTING WATER; PROCEDURE: If it shall be found I that there is an unreasonable or unnecessary waste of water in any building, structure or premises to which water j I' j;is supplied from the City waterworks system, through or by means of a leak in any water pipe located in any such building, II � • {structure or in or on any such premises, the Director of Public Works shall cause the water supply to be cut off from such building, structure or premises unless such waste shall be i stopped or shall cease within twenty-four (24) hours after he PP , I i ';� shall have given notice to the owner, occupant or person in possession, charge or control of such building, structure or I premises to ,-stop such waste. In case the water supply is cut off from an building, y bug, structure or premises on account of a neglect, failure or refusal of any person so notified to stop • such leak, the water supply shall not again be turned on until the cost and expense to the City of cutting off and again turning on such water supply shall have been paid by such owner, in person or occupant p p possession, charge or control. 7-12-14-1: RESTRICTIONS ON LAWN SPRINKLING AND OTHER WATER USES: (A) Commencing from May 15 through September 15 of each year, it shall be unlawful for any person, firm or corporation to use water for the sprinkling or irrigation of lawns or gardens on weekdays (Monday through Friday) between the hours of 10:00 A.M. and and 4:00 Y.M. Memorial Day, I� • i Fourth of July, Labor Day and all weekends are excluded. (B) An exception to the above specified limits for lawn sprinkling is granted for a period of ten (10) consecutive days for watering of newly i laid sod or freshly sown seeds (for new lawns). (C) Any person, firm or corporation violating the provisions of this Section shall be fined not less than Twenty -Five Dollars ($25.00) nor more than Five Hundred Dollars ($500.00) for i each offense and a separate offense shall be • deemed committed on each day during or on which a violation occurs or continues. • • (D) In the event of an emergency water shortage the City Manager or his agent or designee shall have the power to temporarily ban all nonessential water use for as long as the emergency water shortage shall exist. SECTION 2: All ordinances of parts of ordinances in conflict herewith are hereby repealed. SECTION 3: This ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law.
