AN ORDINANCE
Authorizing Advertising for Bids
For the Sale of Municipally
Owned Real Property Located at
1815 and 1817 Lemar Avenue
• I WHEREAS, the City of Evanston is the owner of Property
i
hereinafter legally described; and
WHEREAS, said property consist of two(2) adjoining
paircels of land located in a residential area fronting on Lemar
i
Avenue; and
WHEREAS, the City Council of the City of Evanston has
determined that it is no longer necessary, appropriate, or in
the best interest of the City of Evanston that it retain title
to said real estate, that said real estate is not required for
the use of, or profitable to, the City of Evanston; and
WHEREAS, the City Council of the City of Evanston has
determined that the best interest of the City of Evanston would
be! served by the conveyance of said property to qualified
Persons who would develop it in conformity with residential or
splecial use zoning regulations applicable to the district;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
i TAE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: That the City Manager be and is hereby

I .authorized and directed to give notice of
the proposal to sell real estate legally described as:
PARCEL 1: Lot 20 and the North 5 feet of Lot 21, in Block 2,
in Arthur T. McIntosh's Church Street Addition to
Evanston, being Subdivision in the Southwest
i quarter of the Northwest quarter of the Northwest
quarter of Section 13, Township 41 North, Range
13, East of the Third Principal Meridian, in Cook
County, Illinois.
PARCEL 2: Lot 19 in Block 2 in A. T. McIntosh Church Street
Addition, a Subdivision of Section 13, Township 41
North, Range 13, East of the Third Principal
Meridian, in Cook County, Illinois.

I SECTION 2: The said notice of a proposal to sell

successive weeks in a newspaper of general circulation in the

Cilty of Evanston. The first publication shall be not less than
thirty (30) days before the date provided in said notice for the
opening of bids for the real estate. The corporate authorities
may accept any bid determined by them to be in the best interest
of the City. The corporate authorities may reject any and all
bids.
SECTION 3: That the notice of proposal to sell any
real estate shall be in substantially the
foillowing form:
Public Notice is hereby given that the City of Evanston
proposes to sell the following described real estate to
wit:

PARCEL 1: Lot 20 and the North 5 feet of Lot 21, in Block
2, in Arthur T. McIntosh's Church Street Addition
of Evanston, being a Subdivision in the Southwest
quarter of the Northwest quarter of Section 13,
Township 41 North, Range 13, East of the Third
j Principal; Meridian, in Cook County, Illinois.
PARCEL 2: Lot 19 in Block 2 in A. T. McIntosh Church Street
Addition, a Subdivision of Section 13, Township 41
i North, Range 13, East of Third Principal Meridian,
in Cook County, Illinois.
The parcels proposed to be sold are two (2) vacant lots in a
residential district with approximately 70 feet of frontage
on Lemar Avenue. It has a depth of approximately 126 feet
and a square footage of approximately 8845 sq. feet.
The City of Evanston hereby solicits bids for the purchase
of said real estate. The City of Evanston shall consider
bids which address the following issues:
- The fair market value for the site
- The highest and best use of the site
for the City.
- Compliance with the Comprehensive General Plan
- The long term economic benefit to the community
- Property must be developed in compliance with
R-2 residential zoning.
All bids should be in writing and state the intended use of
the site. All such bids shall be filed in the office of the
Purchasing Agent, City of Evanston, Evanston Civic Center,
2100 Ridge, Evanston, Illinois 60204, on or before Thursday,
May 10, 1990, at the hour of 11:00 a.m., in Room 3650, at
which time the bids will be opened. The City of Evanston
reserves the right to reject any and all bids. A minimum,
bid of $13,000 is required. Each bid must be accompanied by
the cashiers' or certified check in the amount of 5% of the
bid. The City may accept the bid determined by it to be in
the best interest to the City.
SECTION 4: All ordinances or parts of ordinances

in conflict herewith are hereby repealed.
SECTION 5: This ordinance shall be in full force
and effect form and after its passage,
approval and publication in the manner provided by law.
