RESOLUTION
WHEREAS, the City Council of the City of Evanston has
0 adopted a basic housing goal, intended to provide a desirable
residential environment for all income groups, and, pursuant
thereto, policies which include participation within available
resources in thedevelopment of new and rehabilitated.low and
moderate income housing, and
WHEREAS, in accordance with its statement of community
objectives and in order to encourage desirable development of
the central business district, the City Council of the City of
Evanston has offered certain public parking facilities for sale,and
WHEREAS, the City Council of the City of Evanston is
convinced the public interest requires that a balance be main-
tained in the disposition and allocation of the City's resources
for both business and housing development:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
• the City of Evanston that it recognizes housing and business
development to be primary community goals and that it declares
its intent to pursue complementary means for achieving these
goals, insofar as possible and consistent with the City's ex-
isting obligations.
BE IT FURTHER RESOLVED, for the purpose of implementing
this policy, that, if the sale of any city property to enable
business development results in financial gain, after allowances
have been made'for any reimbursement or replacement costs which
may be incurred by the relinquishment of the former public use
or for the making of any legally required improvements in ex-
isting like uses, then the amount of such gain shall be used
as a measure in determining the priority to be given requested
• allocations incidental to such housing programs as may be
adopted.
