RESOLUTION
42-R-71
WHEREAS, it is the.desire of the City Council to establish
a rule for the holding of Committee of the Whole sessions; and
WHEREAS, it is the desire of the City Council to.amend
the rule for the conduct of Standing Committee meetings; and
WHEREAS, it is the desire of the City Council to amend
the rule concerning references to Standing Committees:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Evanston, Illinois:
• SECTION 1: That the Rules and Organization of
the City Council of the City of
Evanston be, and hereby is, amended by adding Rule 2.6.q to
read as follows:
"The City Council shall resolve itself into a Com-
mittee of the Whole on the first meeting of each
rotation in Committee Chairmen. It shall be so
convened during the time otherwise set for Com-
mittee meetings, and the Mayor shall preside.
The order of business for such meeting shall
include:
1. Discussion of agenda dockets for the purpose of
setting priorities; recommending scope; and
treatment or removal of any items. Pursuant
to such revie:, each Committee shall submit an
agenda status report in writing and shall make
recommendations for disposition or treatment
of any item. The Mayor or any alderman may
also submit in writing, one week in advance,
recommendations for the disposition of any
item. The Council may approve such Committee
or individual recommendations. It may refer
• consideration of any docket to staff, other
agencies, Boards or Commissioner, or to a special
Council or Ad Hoc Committee. The Council may
set dates for reporting back and may direct
the taking of any actions appropriate to the
purposes of this review proce ,ure.
2. Staff review of program or policy. Part of
�_... this Committee of the Whole session shall be
devoted to staff reports of any current pro-
grams or policies.
3. New Business. Any new business of.Council-wide
interest may be discussed at this time.
4. Reports from Boards and Commissions. Annual
reports and other presentations by Boards and
Commissions shall be scheduled at this time."
SECTION 2: That Rule 2.6.f of the Rules and
Organization of the City Council
• of the City of Evanston be, and is hereby, amended by adding
thereto the following paragraphs:
-111. Conduct of,meetings. Standing Committees shall
meet with the staff at the last meeting of each
Chairman's term to agree on agenda recommendations
for disposition. An agenda status report for
submission to the Council shall be prepared.
During each term the Chairman shall meet weekly
with the staff for review of the Committee's
agenda. Each Committee shall adopt and publish
guidelines for the conduct of its meetings.
Such guidelines -3hall include procedure for
participation by the public. The Chairman
shall maintain order at all times, and it shall
be his responsibility to report Committee delib-
erations and recommendations to the Council.
When advisable, a minority spokesman shall be
appointed for reporting to the Council. If
the Chairman is in the minority, he may appoint
a majority spokesman. In the event the Com-
mittee is unable to agree, the Chairman, by
motion, may present his recommendation to the
Council. '%'Y`hen necessary, the Chairman should
request a staff member to provide, in writing,
the language of a motion. At the end of each
• Committee session, the Chairman shall briefly
review action taken, pending matters, and
requests to staff."

SECTION 3: That Rule 2.6.e of the Rules and
Organization of the City Council
of the City of Evanston be, and is hereby, amended by adding
thereto the following:
"l. References by the "Mayor or any Alderman shall
be in writing with a copy to the City Clerk and
the City :',4anager. References shall be provis-
ional for two weeks during which time Committee
or staff reviews shall be made and reported back.
The Committee shall then grant or deny the
reference. Any Alderman may renew a request
for a reference if the Committee fails to act."
SECTION 4: That this resolution shall be in full
force and effect from and after' its
• passage and approval.
