RESOLUTION
Approving Application of the Provisions
of Section 23 of the United States Hous-
ing Act of 1937, as Amended, to Locality
WHEREAS, under the provisions of Section 23 of the United
States Housing Act of 1937, as amended, the United States of
America, Housing Assistance Administration is authorized to
Provide financial assistance to local public housing agencies
in providing low -rent housing by leasing dwelling units in
existing privately -owned structures; and
WHEREAS, said Section 23 provides that the provisions
thereof shall not apply to any locality unless the governing
body of the locality has by resolution approved the application
• of such provisions to such locality; and
WHEREAS, by virtue of Resolution 24-R-68, adopted December
23, 1968, the City Council of the City of Evanston resolved to
approve application for 100 dwelling units to be leased pursuant
to the provisions of Section 23; and
WHEREAS, said housing program has achieved significant
success, to the extent that all authorized housing units avail-
able have been leased; and
WHEREAS, the City Council has reviewed the Section 23
program and has found it to be effective in meet.ng local needs.
NOW, THEREFORE, be it resolved by the City Council of the
City of Evanston, Illinois, as follows:
The application for an additional 100 units under the pro-
visions of Section 23 of the United States Housing Act of 1937,
• as amended, to the City of Evanston is hereby approved, subject
to the following terms and conditions:

(1) That Cook County Housing Authority shall
be designated as the local housing authority;
(2) That all residents of the City of Evanston
meeting the eligibility requirements estab-
lished by the Cook County Housing Authority
shall be eligible for consideration for
assistance under this program, but that the
following system of priorities shall be es-
tablished to determine the priority of each
eligible resident;
a. Residents displaced by governmental
action;
b. All other residents in the City of
Evanston with priority given to persons
having the longest period of residency
in the City of Evanston;
(3) That during the fifth year of operation and
at any time thereafter the program's effect-
iveness shall be subject to review by the
City of Evanston and the Cook County Housing
Authority, and if at that time the City
determines that the continued operation of
the program is not in the City's best interest,
the Cook County Housing Authority shall grad-
ually phase out its operations in Evanston
'within a period of not more than an additional
five years.
(4) That the Housing Authority of the County of
Cook shall advise the Evanston City Council
upon leasing of the seventieth additional
unit for the City's review and consideration
to extend the program.
