WHEREAS, the City of Evanston has studied the general require- ments of the U.S. Department of Transportation TOPICS (Traffic Operation Program to Increase Capacity & Safety) and wishes to implement the program.in the City of Evanston. WHEREAS, the City of Evanston is aware that any project im- plementated from the program will be on a 50-50 basis with Federal - Aid funds and that the City's portion of matching funds may be from Motor Fuel Tax Funds. WHEREAS, under the TOPICS program Federal -Aid procedures will be applied to any TOPICS project, WHEREAS, it is in the best interests of the City of Evanston to utilize the TOPICS increase to ram ro p g e the capacity of the street network and increase the safety thereon, NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Evanston that the City Manager be hereby directed and authorized to execute an application to the State of Illinois, Department of Highways, for a Traffic Operations Program to Increase Capacity and Safety. BE IT FURTHER RESOLVED, that copies of this Resolution together with the application be sent to the State of Illinois, Division of Highways, Office of the Regional Transportation Engineer. APPLICATION FOR A TRAFFIC OPERATIONS PROGRAM � TO ' INCREASE CAPACITY AND SAFETY TO: THE STATE OF ILLI`MIS DEPARTrENT OF PUBLIC WORKS ANrD BUILDINGS DIVISION OF HIC-IM- aYS The City of Evanston, acting through its Council, hereinafter called the Municipality, hereby expresses its desire to participate in a Traffic Operations Program to Increase Capacity and Sa=ety, hereinafter referred to as TOPICS, and manes application for said participation. The Municipality represents that it is aware of the general re- quirements for participation in TOPICS as outlined in U. S. Department of Transportation Policy and Procedure Memorandum 21-18 titled "Urban �• Traffic Operation Program to Increase Capacity and Safety" and parti- cularly of the following requirements: 1. That TOPICS improvements must be based on a contin-ing comprehensive transportation planning process and be justified by a systematic study of congestion aid safety problems on all major streets and highways in the _•:uni- cipality. 2. That standard Federal -aid procedures and requirements of the U.S. Department of Transportation will be applied to the TOPICS programm. 3. That, as a further prerequisite to any TOPICS project, the Municipality must agree in Vrriting with the State on the follo:,ring points: a. The establishment or ccntinuation of a local traffic enginee-ring unit, or other arrangement satisfactory to the State, to insure the prop?_ maintenance and operation of completed improve- - - ments. b. The establisr=ent and maintenance of regulatic,s necessary for the proper operation of the tra=:ic network. • c. The administrative jurisdictions which will be re- spons,,)le for of these regula_:ons and the e-:tent of tha i*r o iizctions. The Municipality is also aware of the fact that local matching funds, on approximately a SO-SO basis with Federal -aid funds, will be required to finance TOPICS projects and that Motor Fuel Tax funds, if available, may be used for this purpose. ' The Municipality hereby requests the cooperation and assistance of the State, and in return pledges the Municipality's cooperation in fulfilling the obligations placed upon it, in the development and ' implementation of a TOPICS program.
