RESOLUTION
Establishing Policy with Respect to
Religious, Educational and Charitable Institutions
WHEREAS, the City of Evanston values its many religious, educational
and charitable institutions and is mindful of their significant
contributions to the well-being of the community, while, it is
equally obliged to consider the burden imposed on its taxpayers
in accommodating and encouraging such institutions, and
WHEREAS, the City of Evanston finds it necessary to ask assistance
from its privileged institutions, due to the increasing.costs of
providing municipal services and the limited sources of revenue
available, while, it intends no substantial detriment to the
growth of such institutions but desires their goodwill and coopera-
tion in maintaining a mutually beneficial relationship, and
WHEREAS, the City of Evanston deems it advisable to seek compen-
• ation from its privileged institutions in order to alleviate
the adverse impact unavoidably resulting from the sheltering of
extensive land uses which enjoy tax exemption, while, it acknow-
ledges that, where an overriding public interest is present,
exceptions are warranted.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City
of Evanston:
Section 1: That it is hereby declared to be the policy of the
City of Evanston: to seek agreement from all religious,,
educational and charitable institutions, except those hereinafter
excluded, that such institutions shall'contribute to the City
of Evanston whatever reasonable sums are necessary to defray
(18the cost of municipal services provided by the City to such
institutions. The formula for determining such reasonable amounts
shall be based upon the equalized assessed valuation of the

institution's property benefited. The City of Evanston's tax
rate shall be applied against such valuation for the.purpose
of determining the annual amount payable for the furnishing
of municipal services.
Section 2: That it is further ueclared, in recognition of the
unique public benefits to be obtained, that the policy herein
established shall not extend to the following kinds of insti-
tutions located in Evanston: religious houses of worship and
the.residences of the pastors, rabbis, ministers or priests
directly associated therewith; hospitals; schools offering pre-
school, elementary or secondary education, including religious
houses connected therewith, and day care centers.
Notwithstanding the naming of such exceptions, the City
Council may from time to time determine that the policy herein
established should not be pursued with respect to other institu-
tions serving a similar overriding public interest. Relevant
thereto, it shall consider the extent to which the work of the
institution would be hampered by asking a contribution, the degree
of dependence.on public subsidy, and the service afforded by the
institution to the Evanston community.
Section 3: That the City :_`anacer and the Corporation Counsel are
hereby directed to take all necessary steps to implement the
policy herein established.
