HomeMy WebLinkAboutRESOLUTIONS-1971-009-R-71i . i As adopted 2-22-71 9-R-71 RESOLUTION Urging the Setting and Enforcing of.Standards for Thermal Discharges into Lake Michigan WHEREAS, a nuclear power plant is being constructed along Lake blichigan at or near Zion, Lake County, Illinois; and WHEREAS, other nuclear power plants may be erected on or along the shore of Lake Michigan; and WHEREAS, such nuclear power plants seek to use lake water for cooling and'discharge of heated water into the lake; and WHEREAS, such discharges and heated water if not properly controlled, may have some adverse local effects upon the ecological life of Lake Michigan, and WHEREAS, Federal and State authorities are formulating approp- riate thermal standards to protect Lake Michigan from thermal pollution: NOW, THEREFORE, BE IT RESOLVED by the.City Council of the City of Evanston, Cook County, Illinois, that it supports the work being done by the Illinois Pollution Control Board and the Lake «Michigan . Enforcement Conference in their efforts to set standards, based on the most complete and timely scientific data available, to prevent ecological harm to Lake "Michigan due to thermal discharges. BE IT FURTHER RESOLVED that a thermal standard be adopted that insures the protection of Lake Michigan from ecological harm due to thermal discharges; and that for the purpose of establishing such a standard, conflicting evidence concerning the effects of levels of 0 346 thermal discharge shall always be resolved in favor of the en- vironment and that technological, and not economic, feasibility shall be the sole justification for departing from the principle of no..damage to the environment. BE IT FURTHER RESOLVED that whatever standards are set be complemented by extensive independent monitoring of the ecological systems and conditions of Lake Michigan, around the discharge of power stations. BE IT FURTHER RESOLVED that the industrial concerns who plan to use lake water for cooling be urged to make a public commitment to take prompt corrective action if such action is clearly indicated. ' BE IT FURTHER RESOLVED that a representative of the City of Evanston shall personally appear before and cause to be read into the appropriate official records of the Lake Michigan En- forcement Conference at its next scheduled hearings a copy of this resolution; and that a copy be submitted to the Illinois Pollution Control Board.
