WHEREAS, there are presently pending in the General assembly of

3-e of Illinois several proposed Codes of Conduct for public offi-

ich have been introduced; and
WHEREAS, the intent of said Code of Conduct is to pro-ote
;11behavior by those who conduct a public business and provide high
.--ds'of conduct on the part of those who conduct a public business;
WHEREAS, the City of Evanston strongly favors the objectives
f
Code of Conduct, insofar as said objectives would effectively
ethical behavior on the part of public officials; and
WHEREAS, the proposed Code of Conduct contains provisions pro-
.:i..g certain conduct by elected and appointed public officials and
i
=:_cuires broad income disclosure applicable to both State and local
officials; and
WHEREAS, the City of Evanston strongly supports provisions
i::Ating conduct by public officials, State and local, inimical to
;_I)lic interest and disclosure of financial information by public

-- 2cted by matters pending before the public officials; but

WHEREAS, these circumstances can and should be covered by re -
siring disclosure whenever a private economic interest is affected; and
WHEREAS, required full disclosure of a local official's finan-
:ial affairs would in effect constitute an unwarranted invasion,of the
:rivacy of local public officials who receive merely token compensation
snd whose contribution far exceeds in time and effort the value of com-
jensation paid to them, without any corresponding increase in ethical
standards of conduct on the part of local public officials, and would
�in fact discourage competent persons from seeking and holding elected
r1d appointed positions in local government:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
:ITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Council of the City of Evanston
hereby declares its support for disclosure by
local public officials of economic interests which might be affected
'. t; matters pending before them, rather than full disclosure as pres-
EItly provided.
SECTION 2: That the City Council of the City of Evanston
hereby memorializes the General Assembly of
*he state of Illinois to enact appropriate legislation to ensure and
1: ;ramote ethical conduct on the part of public officials in a manner
rich would not impair the effective functioning of local. government

permanent records of the City of Evanston and
