HomeMy WebLinkAboutRESOLUTIONS-1972-031-R-7231-R-72 R E S O L U T I O N WHEREAS, the Evanston Bus Company has filed a petition with the Illinois Commerce Commission to abandon all services and operations; and WHEREAS, a pre -hearing on this petition is set for. Sept- ember 6, 1972; and WHEREAS, the City of Evanston, its residents, industries, schools, and commercial establishments are dependent upon good bus services for their existence; and WHEREAS, the Transportation Committee of the Evanston City Council has met with representatives of the North Suburban Mass Transit District, the State Department of Transportation, the Village of Skokie, the Chicago Transit Authority, and others; and WHEREAS, the Transportation Committee is now recommending a tentative course of action to be followed in this matter; • NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, that it does hereby request the North Suburban Mass Transit District to coordinate the efforts and to assume the prime responsibility in working towards the preservation of effective bus service in the City of Evanston, and further requests that the North Suburban Mass Transit District set up a special task force for this purpose, consisting, among others, of representatives of the District, the City of Evanston, and the village of Skokie and that District funds should be expended as necessary to hire counsel or consultants to assist them; BE IT FURTHER RESOLVED that the City Council of the City of Evanston specifically requests the Chicago Transit Authority to review and report on the feasibility of the Chicago Transit Authority providing bus services in the City of Evanston; BE IT FURTHER RESOLVED that the City Manager and the Corporation Counsel should take the appropriate action before the Illinois Commerce Commission both in the pre -hearing conference on _ September 6, and in any other appearances before the Commission. Such appropriate action should consist of those steps necessary to insure the providing of adequate bus services in the City of Evanston. C� • - 2 - i BE IT FURTHER RESOLVED that the City Council of the City of Evanston does request the Illinois Commerce Commission to hold at least one of its hearings on this matter within the City of Evanston; BE IT FURTHER RESOLVED that the City of Evanston should formally indicate its support for legislation currently before Congress which would provide for an operating subsidy for bus companies; BE IT ruxlhr:K RESOLVED that the City Council of the City of Evanston hereby authorizes the City Manager to expend up to $30,000 upon such terms as he deems fair and equitable, including the taking of appropriate security, for the purpose of insuring the maintenance of bus service for the City of Evanston, said sum to be expended for the purpose of meeting operating expenses, including payroll expenses, but not depreciation expenses for a period not to exceed three (3) months; AMID BE IT FURTHER RESOLVED that the City Council of the City of Evanston hereby authorizes the Corporation Counsel of the City of Evanston to seek jucicial relief directed to the goal of maintaining bus service for the City of Evanston for a period not to exceed three (3) months.
