RESOLUTION
20-R-72
WHEREAS, the City of Evanston, the Village of Niles, and.the
Village.of Skokie, all in the State of Illinois, hereinafter referred
to as the "Municipalities," presently lack a refuse disposal system
which is capable of meeting the three essential criteria of economy,
effectiveness, and environmental acceptability for the next two decades;
and
WHEREAS, the Municipalities require a comprehensive planning
and engineering study to determine a course of action which will lead
to a refuse disposal system meeting the criteria; and
• WHEREAS, the Municipalities acting jointly fall within the
intermunicipal approach to solid waste planning as outlined by the
Federal government in Public Law 91-512, the "Resource Recovery Act
of 1970," defined in Section 101(8); and
WHEREAS,.the Municipalities have jointly authorized Leonard S.
Wegman Co., Inc., Engineers, to prepare an application for funding under
this Act:
NOW, THEREFORE, BE IT RESOLVED that the City of Evanston
agrees to join with the Village of Niles and the Village of Skokie in
filing an application for funding by the Federal Environmental Protec-
tion Agency under Section 207, "Grants for State, Interstate and Local
Planning," of PL 91-512, the "Resource Recovery Act of 1970;" and

BE IT FURTHER RESOLVED, that the City of Evanston agrees to
designate the Village Manager's Office of Skokie as the coordinating
office for the planning program outlined in the aforesaid application,
and authorizes the Village Manager of Skokie to sign the application
for the Municipalities; and
BE IT FURTHER RESOLVED, that the City of Evanston agrees to
implement the findings of the study, assuming a suitable mechanism can
be found for jointly participating in a disposal system serving these
Municipalities, and subject to further approval by each of.the three
Municipalities.
