RESOLUTION
WHEREAS, the City Council of the City of Evanston did
on July 27, 1970 adopt Resolution 27-R-70, by which the City
approved the application for a preliminary loan in connection
with low -rent public housing to be constructed by the Cook
County Housing Authority; and
WHEREAS, Paragraph 3 of said resolution established
priority -standards for meeting eligibility requirements for
assistance under the housing program therein provided; and
• WHEREAS, the City Council of the City of Evanston did
on December 23, 1968 adopt Resolution 24-R-68, by which the
City approved the application for 100 subsidized rental units
to be leased under Section 23 of the United States Housing
Act of 1937; and
WHEREAS, the City Council of the City of Evanston did
on July 12, 1971 adopt Resolution 30-R-71, seeking authoriz-
ation.for 100 additional units under Section 23 of the United
States Housing Act of 1937, as amended; and
WHEREAS, the third paragraphs of said Resolutions 24-R-68
and 30-R-71 established priority standards for meeting eligi-
bility requirements for assistance under the housing program
therein provided; and

WHEREAS, the City Council of the City of Evanston wishes
to reaffirm the priority established for eligibility for
housing assistance set forth in Resolutions 27-111-70, 24-R-68
and 30-R-71; and
WHEREAS, a question has arisen with respect to the inter-
pretation of said resolutions and it is the desire of the City
Council to make clear its position in these matters;
NMI, THEREFORE, BE IT RESOLVED by the City Council of the
City of Evanston, Cook County, Illinois:.
• SECTION 1: That it is the sense of the City Council
that Resolutions 27-R-70, 24-R-68 and
30-R-71, heretofore adopted by the City Council, express the
intent of the City Council that all residents of the City of
Evanston meeting eligibility requirements established by the
Cook County Dousing Authority for assistance under these pro-
grams who desire such assistance shall be accommodated before
any non-residents of the City of Evanston shall be given con-
sideration for such assistance; that within the group of
Evanston residents who shall be accommodated, the following
priority is established:

(1) Residents displaced by governmental action
within the City of Evanston;
(2) All other residents in the City of Evanston
who qualify for assistance under the programs
with priority given to,persons having longest
period of residency within the City of Evanston.
It is the further sense of the City Council that the
priority established in Resolutions 27-R-70, 24-R-68 and
30-R-71 would prohibit non-residents of the City of Evanston
from availing themselves of such programs until such time as
all eligible residents of the City of Evanston who desire
assistance under such programs within the City of Evanston
have been accommodated.
SECTION 2: The City Clerk is hereby directed to
send certified copies of this resolution
to the Executive Director of the Cook County Housing Authority
and to the Regional Office of the Department of Housing and
Urban Development of the United States.
SECTION 3: This resolution shall be in full force
and effect from its passage in the manner
provided by law. '
