RESOLUTION
5-R-72
WHEREAS, the City Council did establish a rule for the
holding of Committee of the Whole sessions; and
WHEREAS, it is the desire of the City Council to further
amend this rule:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Evanston, Illinois:
SECTION 1: That Rule 2.6.q of the Rules and
Organization of the City Council
of the City of Evanston be, and hereby is, amended to read
• as follows:
"The City Council shall resolve itself into a Com-
mittee of the Whole on the first meeting of each
rotation in Committee Chairman. It shall be so
convened after roll call for such time as the Council
shall then determine, and the Mayor shall preside.
The order of business may include:
1. Review of agenda dockets for the purposes of
setting priorities; determining scope; and
treatment or removal of any items. Pursuant
to such review, each Committee shall submit an
agenda status report in writing and shall make
recommendations for disposition or treatment of
any item. The Mayor or any Alderman may also
submit in writing, one week in advance, recom-
mendations for the disposition of any item.
The Council may approve such Committee or in-
dividual recommendations. It may refer con-
sideration of any docket to staff, other agencies,
Boards or Commissions, or to a special Council or
Ad Hoc Committee. The Council may set dates for
• reporting back and may direct the taking of any
actions appropriate to the purposes of this re-
view procedure.

Matters specially set. The Committee on Com-
mittees shall submit a special agenda annually,
subsequent to the budget hearings, which shall
include those matters which it, in its discre-
tion, deems necessary and appropriate for con-
sideration by the Committee of the Whole when
so regularly convened.
3.
Staff review of program or Dolicy. Part of this
Committee of the Whole session shall be devoted
to staff reports of any current programs or
policies.
4.
New Business. Any new.business of Council -wide
interest may be discussed at this time.
