HomeMy WebLinkAboutRESOLUTIONS-1972-050-R-72As Adopted 1-22-73 • (Family) 50-R-72 RESOLUTION WHEREAS, the City of Evanston did enter into a cooperation agreement with the Housing Authority of Cook County (hereinafter referred to as HACC) on August 17, 1970 to provide low -rent housing for families in the City of Evanston; and WHEREAS, the HACC did submit a request for a program reser- vation to the Department of Housing and Urban Development to pro- vide federal funds for such housing and HUD did approve a reserva- tion of 50 units of low -rent housing for families in Evanston; and WHEREAS, the City of Evanston has conducted numerous hear- • in s to determine suitable sites with specific consideration given g P to the impact on the.immediate neighborhood, distance to schools, public facilities, park facilities, public transportation and the general surrounding area; and WHEREAS, the following described group Site "B" is considered to represent a suitable and desirable configuration of locations meeting the necessary criteria for sites for.the construction by HACC of up to 50 units of low,rise housing for families including single family and duplex housing units; and WHEREAS, the HACC is prepared to enter into negotiations on its behalf.for the acquisition and development of said sites for the public use and purpose of low -rent housing, subject to the • • -2- tentative site approval by HUD and HUD's approval of a development program; and WHEREAS, the HACC proposes -to prepare and submit, with the concurrence of the City Council of the City of Evanston, the de- velopment program for the approval -of the Housing Assistance office of HUD; and WHEREAS, the City desires hereby to express more formally its intention in order that HACC may take appropriate steps by way of preparation of a development program for the required review, approval and appropriation by .HUD of the estimated development costs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE • CITY OF EVANSTON, COOK COUNTY, ILLINOIS: That Site "B" being a combination of separate sites located within the City of Evanston, County of Cook and State of Illinois, and including the following locations, as legally described in "Exhibit 1" as attached is hereby tentatively approved as a site of construction by HACC of up to 50 units of low rise housing for families including single family and duplex housing units: Address 3421 Park Place 2111-13 Crawford No. of Units 2 1 1900-04 Grant 2 2248 Wesley (partial use as dictated by site design)l • Address 1201 Leonard P1. 2008 Pratt Court 1332 Monroe -3- No. of Units 1 2 2 1818 Oakton 3 1426-28 Brumonel 2 2401-03 Church 2 1725 Emerson 3 508-14 South Blvd. 4 1615 Lake 2 1943 McDaniel 4 • 2010 Sherman 4 718 Custer 1 1023-27 Pitner (Greenleaf end) 4 2532 Central Pk. l 411 Sherman 4 Total 45 That said Sites °`V are tentatively approved subject to sub- mission to HACC for submission and approval by HUD, and for the development of an appropriate plan by HACC within cost limitations adopted by HUD, which plan may be rejected by the City Council solely because of objections to housing quality; provided, however, that the cost limitations of any such plan may be augmented by the Coun- cil to improve housing quality within 30 days of its submission. That the conduct of negotiations and.:possible condemnation pro- ceedings required for the acquisition of sites designated for development, in the event that HUD -approves the sites, and approp- riates sufficient.funds for that purpose and that HACC develops an appropriate plan, shall be carried_on by HACC on.behalf of the pro- gram and in accordance with applicable State and Federal laws and regulations. That prior to conducb of filing of any condemnation proceeding HACC shall advise the city and shall allow a period of 22 days from date of notification to permit the city to develop reasonable alternatives to acquisition, after which time HACC will continue on with its normal acquisition procedures as designated by.State and Federal laws and regulations. That no maintenance building shall be located in an area zoned residential. That the City of Evanston or its duly authorized agencies, boards, commissions or departments-, shall.take the reasonably necessary and appropriate action in the implementation of this resolution, upon the development -of an appropriate plan for these sites, including the granting of zoning variations or special uses for the locations tentatively approved, where proper and appropriate., within the limitations of the Evanston Housing and Zoning Codes, if and as.,required, and the waiver of. the usual.building permit fees.
