t. RESOLUTION
WHEREAS economical and efficient mass transit service is
;— vital to the interests of all citizens; and
WHEREAS the North Suburban Mass Transit District (NSMTD)
.incorporated in February 1972 to coordinate and improve
the bus and rail transit facilities and service of 18
suburbs, has adopted a policy goal of fare reduction; and
WHEREAS more intensive use of public transportation would con-
tribute to lesser use of private automobiles, lessening of
street congestion and reduction in air pollution; and

WHEREAS lower income groups, senior citizens and students depend
'heavily -on reasonably priced public transportation, and
WHEREAS recent fare reductions on public transit facilities in
San Diego, California and Atlanta, Georgia resulted in a.
sharp upsurge in the nu,-nber of riders,
BE IT THEREFORE RESOLVED THAT:
The City of Evanston endorses the goal of fare reduction for
public transportation and, through its member Trustee, calls ''•
upon the North Suburban Mass Transportation District to
prepare a study and analysis of the probable impact, in terms
of number of riders, bus company revenues and bus company
net income, of a reduction in the adult one-way bus fare in
Evanston from, $0.40 to $0.25, in order to determine the
necessary guaranty or subsidy that would be required to make
possible the reduction, and promptly report the study findings
to the -Evanston City Council. The Evanston City Council hereby
requests that such a study consider the possible impact and
feasibility of restructuring routes, facilitating transfer
between mass transit systems, cooperative action with the Villace
of Skokie and other jurisdictions, the initiation of promotional
programs, the obtaining of capital and other financing from
alternate sources and negotiating agreed controls with the
Evanston Bus Company in order that the public will benefit fully
from any public financing.
