RESOLUTION
WHEREAS, the City of Evanston has within its numerous tax exempt
institutions which contribute significantly to the life of the community
Ond to whom the City has the responsibility of providing services on the
same basis as to all residents of the community; and
WHEREAS, the City of Evanston hereby agrees that it will not cite
the voluntary payment of funds or the provisions of services as a
precedent for the imposition of taxes or the contesting of a tax exempt
status, but it is also mindful of the heavy burden which taxpayers must
bear for the costs of government; and
WHEREAS, the City of Evanston recognizes that of the many such
institutions in the community some may be able to contribute financially
toward the costs of government, others may be able to continue or expand
services which often are alternatives to services which the City might
otherwise have to provide, and still others are incapable of making any
aontributions however desirous they may be to do so; and
WHEREAS, the City of Evanston recognizes that many of such institu-
tions are agreeable to considering such contributions to the end that
the burdens of taxation may be eased and the total community strengthened;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Evanston:
SECTION 1: That it is hereby declared to be the policy of the City
of Evanston to solicit the assistance and cooperation
of such institutions in the voluntary provision of funds and services
when feasible to the end that the burdens of taxation may be eased and
the total community strengthened.
SECTION 2: That the City Council is hereby directed to take reason-
