HomeMy WebLinkAboutRESOLUTIONS-1973-008-R-73RESOLUTION- 8-R-73 WHEREAS, the Chicago Transit Authority has announced that it intends to abandon service on the Evanston CTA Rapid Transit Line at South Boulevard, Dempster Street, Noyes Street, and Foster Street Stations, and express service, between Howard Street and the Chicago Loop area, on February 18, 1973; and WHEREAS, the maintenance of high quality, convenient rapid transit service, including the CTA Rapid Transit stations at South Boulevard, Dempster Street, Noyes Street and Foster Street stations, and express service between Howard Street and the Chicago.Loop area, is essential to the ability of resi- dents of Evanston and surrounding communities to travel to and from their • places of employment, and the maintenance of property values in Evanston, and, to an unknown extent, in surrounding communities; and WHEREAS, the action of the Chicago Transit Authority was taken without transmittal of reasonable advance.notice to the City of Evanston and the North Suburban Mass Transit District, nor the giving of an opportunity to the City of Evanston, the North Suburban Mass Transit District, or surrounding commun- ities to take the matter under consideration, or present its or their views and opinions, or possible participation in the maintenance of such service: NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Evanston requests the Chicago Transit Authority to hold said discontinuance of service to the South Boulevard, Dempster Street, Noyes Street, and Foster Street stations, and express service between Howard Street and the Chicago Loop area, for (a) 9 weeks from February 18, 1973; and (b) in abeyance until: E Si • (1).the documentation upon which the aforesaid action is based be supplied to the City Manager of the City of Evanston and the North Suburban Mass Transit District; (2) reasonable opportunity, no less than 10 days, be provided for study of said documentation; and thereafter (3) at least two meetings between the City Manager of Evanston, the North Suburban Mass Transit District, and representa- tives of the Chicago Transit Authority take place; and BE IT FURTHER RESOLVED that the City Manager and the Corporation ' Counsel should take all necessary and appropriate steps, after concurrence of the Chicago Transit Authority to the above action, to promptly submit • to the City,Council recommendations for further action to meet the needs of the Chicago Transit Authority and the City of Evanston and its residents promptly after said meetings with the Chicago Transit Authority and the North Suburban Mass Transit District; and BE IT FURTHER RESOLVED that the City Council of the City of Evanston hereby authorizes the Corporation Counsel of the City of Evanston to take all necessary and appropriate steps, including the seeking of judicial relief directed to the goal of maintaining Rapid Transit service at the South Boulevard, Dempster Street, Noyes Street, and Foster Street stations, and express service between Howard Street and the Chicago Loop area, includ- ing the Merchandise Mart; and 0 • BE IT FURTHER RESOLVED that the City Council of the City of Evanston hereby authorizes the City Manager to expend up to 50% of that amount of money necessary,.in his estimation, to maintain station agents at South Boulevard, Dempster Street, Noyes Street stations, and Foster Street Sta- tion, and two -man train crews forexpress service between Howard Street and the Chicago Loop area as an emergency grant for a period of 9 weeks from February 18, 1973 upon such terms and conditions as the City Manager, in his.estimation, shall deem just and equitable,.but in no event shall said sum exceed the amount of $22,680; and BE IT FURTHER RESOLVED that the City Council of the City of Evanston should formally indicate its support for legislation currently pending be- fore governmental legislative bodies and agencies, including Congress and the Illinois Legislature, which would provide for an operating subsidy for mass transit companies.'
