HomeMy WebLinkAboutRESOLUTIONS-1973-067-R-73• RESOLUTION 67-R-73 A Resolution Approving Participation by City of Evanston in the Lake Michigan Advisory Committee. 1 WHEREAS: communities along the shoreline of Lake Michigan have experienced severe shore erosion the past several years; and WHEREAS: these same communities have lost valuable beach property and recreational facilities due to Lake erosion; and WHEREAS: all communities along Lake Michigan have collec- tively recognized the importance of the Lake in providing future recreational facilities to serve present and future populations; and • WHEREAS: governmental and civic leaders along the Lake have expressed the importance of working together in dealing with problems in connection with the shoreline of Lake Michigan which transcend the geographic borders of individual communities; and WHEREAS: both federal and State agencies concerned with Lake Michigan have expressed a desire that Lakefront communities unite for coordinated Lakefront land use planning and a cooperative approach to solving other problems, such as flooding, waste dis- posal, etc. THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, Cook County, State of Illinois, that: • • 67-R-73 -2- 1. An advisory committee be formed consisting of members from Lake shore communities to be known as "The Lake Michigan Shoreline Advisory Committee" or some similar designation. 2. That this Committee's purpose will be to recommend programs, policies, and plans in dealing with govern- mental and community problems connected with the shoreline of Lake Michigan. 3. Membership in The Lake Michigan Shoreline Advisory Committee will be open to any affected municipality, • park district, port authority, forest preserve dis- trict and sanitary district. 4. The elected chief executive officer shall select a 0 representative to serve on the Advisory Committee. 5. The representatives of The Lake Michigan Shoreline Advisory Committee shall adopt what by-laws are deemed appropriate, and annually elect from its mem- bership such officers as deemed advisable. 6. The Northeastern Illinois Planning Commission is urged to serve, without charge, to coordinate the activities of the Committee with a member of the staff serving as executive secretary of the Advisory Committee, but without voting rights. 67-R-73 • -3- 7. The representatives of the Advisory Committee shall, from time to time, report directly to their local. governments on the progress of the Committee in deal- ing with programs, planning, and policies on Lakefront development and land use. 8. The Advisory Committee shall have no authority to act' independently but will make recommendations to govern- ing boards of each participating agency concerning major planning and development policies affecting Lakefront communities. • APPROVED by the City Council of the City of Evanston, this day of November 26 1973.
