HomeMy WebLinkAboutRESOLUTIONS-1973-061-PR-7361- PR- 73 RESOLUTION WHEREAS, there is pending before the Illinois Commerce Commission proposal by Commonwealth Edison Company for a substantial rate increase; and • WHEREAS, in a period of rapidly rising prices such an increase will further add to the economic burdens of all Evanston residents; and WHEREAS, the Evanston City Council recognizes that the utility is entitled to a rate structure which permits a fair return on investment, but it also recognizes that the utility must prove to the Illinois Com- merce Commission its justification for that rate structure and the pro- posed increases; and WHEREAS, serious questions have been raised concerning the cost just- ification for the rate differentials between residential and industrial use; and WHEREAS, the conservation of energy and the impact of energy gener- ation upon the environment are increasingly matters of national concern; and • .WHEREAS, requiring consumers through a rate structure to finance the promotion of expanded uses of electrical energy and to finance other activi- ties not directly related to the provision of necessary services is of dubious justification; THEREFORE, be it resolved that the City of Evanston shall formally intervene in the proceedings before the Illinois Commerce Commission for the purpose of urging the Illinois Commerce Commission -to consider care- fully the equity of the rate structure and the proposed rate increase and the concept of passing on to consumers the costs of activities not directly related to the provision of necessary services and particularly the costs f promoting the expanded use of electrical energy.
